Introduction: <br /> Transit Mix Concrete Company is proposing to construct a new crushed stone aggregate quarry <br /> in El Paso County, located approximately 15 miles south of downtown Colorado Springs. The <br /> site is located approximately 2 miles west of Colorado Highway 115 in the vicinity of Little <br /> Turkey Creek. The proposed quarry will develop approximately 393 acres of the 1,522 acre <br /> parcel known as Hitch Rack Ranch. <br /> Purpose: <br /> Prior to any construction, development, or mining activities taking place at the Hitch Rack Ranch <br /> Quarry,this Pre-Blast Survey Plan has been developed to outline the procedure and methods <br /> used in conducting pre-blast surveys, what it means for neighbors of the quarry and what it <br /> means for Transit Mix Concrete Company. This document also shows what items will be <br /> addressed during an inspection and how the current condition of any structures, wells, and <br /> property features will be documented. <br /> Pre-Blast Survey Procedure: <br /> Definition—A Pre-Blast Survey is used to document the existing condition of a structure prior to <br /> the commencement of any blasting activities being conducted at any site. These surveys are used <br /> to identify and record the pre-existence of visible cracking or other defects in a structure before <br /> blasting begins in the area. Pre-Blast Surveys also include measuring the flowrate of existing <br /> wells on property, and the water quality associated with those wells. This survey will be offered <br /> to the neighbors of Hitch Rack Ranch Quarry where a structure,as defined below, is located <br /> within one-half(1/2)mile of any blasting at the quarry site at no cost to the property owner. This <br /> distance follows protocols established by the U.S. Office of Surface Mining, Reclamation, and <br /> Enforcement. Structures within the survey area will be identified using all available information <br /> including: aerial photographs, county assessor data, State Engineer records, and maps. <br /> Landowner interviews may also be conducted to identify structure and well locations. <br /> Structures,that will be considered in the pre-blast survey, include houses or any other dwelling, <br /> garages, barns, outbuildings, cisterns, septic fields, and wells, etc. This list is not all inclusive, <br /> and during the survey,the landowner may request that other structures on the property be <br /> surveyed. <br /> The pre-blast survey is meant to protect both the neighbor and Transit Mix Concrete Company. It <br /> does this by providing thorough documentation of the current, existing condition of the structures <br /> and wells. Once blasting has begun,this documentation will be used to compare any suspected <br /> changes that are reported to the original condition of the property. <br /> Before the Survey—Transit Mix Concrete Company will send notifications by certified mail to <br /> neighbors at least 30 days prior to any blasting being conducted on site. The survey will be <br /> complimentary to the neighbor and will be conducted by an independent third party consulting <br /> firm that specializes in pre-blast surveys and blast monitoring.
