r
o Transit Mix Concrete Co.
DRMS COMMENTS-PETER HAYS-REVIEW OF BLASTING PLAN
1. Comment: The Applicant did not provide a pre-blasting survey plan in the initial Blast Plan
submitted with the permit application package. Please provide the Division a copy of the
pre-blasting survey plan.
Response: The proposed Pre-Blasting Survey Plan is included in Exhibit D.
2. Comment: The Applicant did not provide a flyrock control plan in the initial Blast Plan
submitted with the permit application package. Please provide the Division with a plan to
control flyrock from damaging nearby permanent man-made structures.
Response: The Blasting Plan in Exhibit D has been revised to address this comment.
3. Comment: The Applicant states all blasts will be monitored using seismic instruments. The
seismic instruments will measure ground vibration and peak particle velocity. Please provide
the Division with the proposed maximum peak particle velocities in inches/second based on
the distance from the blast site to all structures within one mile of the blast location.
Response: The monitoring section in the Blasting Plan in Exhibit D has been revised to
address this comment.
4. Comment: The Applicant states all blasts will be monitored using seismic instruments. The
seismic instruments will measure ground vibration and peak particle velocity. Please commit
to recording the peak particle velocities in three mutually perpendicular directions from the
blasting site. The maximum peak particle velocity shall be the largest of any of the three
measurements.
Response: The monitoring section in the Blasting Plan in Exhibit D has been revised to
address this comment.
5. Comment: The Applicant states all blasts will be monitored using seismic instruments.
Please provide the Division with the location off all seismic instruments.
Response: The monitoring section in the Blasting Plan in Exhibit D has been revised to
address this comment.
6. Comment: The Applicant states all blasts will be monitored with microphones to measure
air over pressure (air blast) and noise. Please provide the Division with the lower frequency
limit of the planned measuring system in Hertz (Hz)and maximum level in decibels (dB) for
each frequency limit.
Response: The monitoring section in the Blasting Plan in Exhibit D has been revised to
address this comment.
Hitch Rack Ranch Quarry(M-2016-010)
Response to Comments—July 14, 2016
