PERMIT#: M-1980-135
INSPECTOR'S INITIALS: ECS
INSPECTION DATE:June 28,2016
OBSERVATIONS
This was a follow up inspection of the Headley 112c permit conducted by Eric Scott of DRMS at approximately
1000 on June 28, 2016. The inspection was to verify that all issues identified during the March 15, 2016 have
been resolved. Permittee representative Kevin Dodson was present during the inspection. The Kula Gravel Pit
site is a 59.3 acre 112c permit with a current reclamation bond of$20,000. The required site identification
sign was present.
This permit is composed of four separate areas. Pit#4 is located on the west side of County Road 31 and has
been fully reclaimed. The groundwater exposed in this pit has been determined to have been exposed prior to
1981 so there no requirement for augmentation (SEO letter dated 5/4/2011). Pit#3 is also fully reclaimed and
in use as two groundwater recharge ponds at this time.
Pit#1 has been backfilled and sloped for final reclamation, but the vegetation appears to be very thin at this
time and may require re-seeding. Earthwork to finish the required sloping and backfilling to eliminate
exposed groundwater, and seeding of reclamation vegetation at Pit#2 has just been completed (see attached
photos). Although there is a small amount of water visible in the photos this is due to surface runoff—the
area had received heavy rainfall the previous day. The completed earthwork blends very well with the
surrounding landscape.
The other issues requiring action as noted during the March inspection (removal of trash from the site, and
the removal of a 2000 gallon fuel storage tank from the site along with a small amount of stained soils) have
also been completed. At this time the site should be eligible for full release when the vegetation is
established, provided that site maintenance to prevent excessive weeds and erosion is completed.
No other issues of concern we noted during this inspection.
Inspection Contact Address
Kevin Dodson
Pinneo Feedlot,LTD.
