and mining in Panels 12- through 20 -Left and 13- and 14 -Left Irby. Mine plan modifications under TR09-71 will
<br />include additional reserve areas in the WMD, with development and mining of the 19- and 20 -Left Panels from the
<br />7- and 9 -North Mains. Alignment of development entries may be adjusted, as necessary, to address geologic
<br />conditions. Main and sub -main entries will be developed by continuous miner, as is current practice.
<br />WOLF CREEK RESERVE (WCR)
<br />WC (Development and Mining of Panels WC-5RT through 9RT, TR13-83, PR14-10, PR15-I1)
<br />TR13-83 addressed the initial development activities necessary to access and develop the Wolf Creek Coal Seam
<br />reserves, which underlie portions of the EMD and NMD. Initial development activities specifically include
<br />development and placement of long-term support for a 3 -entry rock -slope access, development of up to
<br />six sets of gate -roads and bleeder entries to support future longwall development (Panels WC-7RT
<br />through 9RT), and related ancillary activities, including underground dewatering activities and extension
<br />of mine ventilation and support systems. Subsequent development of controlled reserves (Panels WC-
<br />5RT and 6RT), mining of both the initial development areas, and the remaining controlled reserves
<br />(Panels WC-5RT through 9RT), development of an internal ventilation and utility shaft, related ancillary
<br />operations, and adjustment of the eastern permit boundary are addressed under PR14-10 and PR15-11.
<br />Development of the WCR will occur in parallel with ongoing mining in the WMD, with a combined annual
<br />production of up to 9 million tons. The rock slope to access the WC Reserve will be driven from the existing 5 -
<br />Main North Entries approximately 670 feet down to the Wolf Creek Coal Seam at a 12 percent grade. The
<br />first 130 feet of the rock -slope will include steel arch supports and a multi -plate liner for supplemental
<br />support. The remainder of the rock -slope will be driven in competent rock using conventional supports
<br />(resin -grouted roof bolts and steel mesh). TC owns or controls through valid existing leases, both the coal and
<br />the overlying surface in the areas to be affected by the proposed development and mining of the WCR.
<br />Development will be initiated in the existing State Coal Lease (CO -3229), with most of the development occurring
<br />in either this State lease or in TC's fee coal reserves. Subsequent development and mining will include portions of
<br />the State lease (CO -3229), Federal reserves (COC -54608), and TC's fee reserves, as shown on Map 23WC.
<br />Alignment of development entries may be adjusted, as necessary, to address geologic conditions. Main and sub -
<br />main entries will be developed by continuous miner, as is current practice, and mining will progress using TC's
<br />existing longwall mining system, with 985 -foot wide panels, extending from 4,200 to 13,400 feet.
<br />(2) Operation Description
<br />The general operation plan for the Foidel Creek Mine is shown on Map 23, Mine Plan. This map shows the
<br />planned schedule for the mine advance throughout the current permit term. Separate five-year renewals will be
<br />obtained and incremental performance bond will be posted, as necessary and appropriate. The permit area
<br />associated with the underground coal mine encompasses approximately 22,607 acres. Total permitted disturbance
<br />acreage is approximately 734.2 acres.
<br />As shown on Maps 1 and 2, there are three remaining parcels of un -leased federal coal within the Mine Permit
<br />Area., located in Section 33, T6N, R86W and Sections 22 and 23, T5N, R86W. In addition, the original federal
<br />coal lease (COC -54608) in Section 21, T5N, R86W does not include the Wolf Creek Coal Seam. The BLM
<br />controls the coal within these areas, and the surface of the parcel of land located in the SW'/4 SW'/4 Section 33,
<br />T6N, R86W. It is not anticipated that the federal coal in Section 33, T6N, R86W will be mined, since it is in an
<br />area where the coal seam dips steeply upward on the edge of the synclinal basin. In February 2009, TC obtained
<br />the Federal Coal Lease from the BLM for the previously un -leased federal coal in Sections 22 and 27 of T5N.
<br />R87W, and incorporated portions of these areas in the final Phase III mine development and longwall mining plans
<br />(under TR09-68 and PR09-08). TC is pursuing leasing of the federal coal and inclusion of the Wolf Creek Seam
