Public Notice
Oakridge Energy, Inc., whose office is located at 4613 Old Jacksboro Highway, Wichita
Falls, Texas 76301 (telephone 940.322.4772) has filed an application for Phase III, final
bond and liability release for the reclaimed Carbon Junction Mine (Colorado Division of
Reclamation, Mining and Safety permit C-1992-080, initially approved July 31, 1993 and
reissued July 31, 2013). The current bond on deposit is a cash bond in the amount of
$112,165.00. The application for bond release seeks total release of the entire reclamation
bond amount, release from final liability for reclamation, and termination of jurisdiction by
the Colorado Division of Reclamation, Mining and Safety for the 164.19 acres (62 acres of
disturbance) within the mine permit area. Final reclamation work was undertaken in 2006
for the majority of the mine, with additional work removing the sediment control system in
2008 and 2009. Quantitative analysis of the reclamation and revegetation in 2008, 2015,
and 2016 revealed that the reclamation achieved or exceeded the reclamation success
criteria contained in the approved reclamation permit. All required reclamation operations
have been completed at the former mine site. Results from the quantitative analysis of the
reclamation demonstrate the establishment of a diverse, effective and permanent vegetation
community of the same seasonal variety native to the land disturbed, as required for final
bond release.
The legal description of the permit area is: a tract of land located within Section 4,
Township 34 North, Range 9 West, Section 33, Township 34'/2 North, Range 9 West, and
Section 33 of Township 35 North, Range 9 West of the New Mexico Principal Meridian,
La Plata County, Colorado and being more particularly described as follows:
A perimeter tract of land less an inscribed tract of land located In Section 33, Township
35 North, Range 9 West, Section 33, Township 34'/2 North, Range 9 West and Section
4, Township 34 North, Range 9 West, North of Ute Line, New Mexico Principal
Meridian, In La Plata County, Colorado, being more particularly described as follows:
Beginning at the Southeast Corner of said Section 33, Township 35 North; thence S 89°
55' 10" W, 513.29 feet along the south line of said Section 33, Township 35 North;
thence S 18° 14' 00" W, 3334.13 feet to the East 1/16 Comer common to said Section
33, Township 34%2 North and said Section 4; thence S 03° 17'33" W, 1137.79 feet along
the east line of the NW'/4NEI/4 of said Section 4 to the Northeast 1/16 Corner of said
Section 4; thence S 79° 49' 43" W, 1092.45 feet along the south line of the NW'/4NE1/4
of said Section 4 to the Center -North 1/16 Corner of said Section 4; thence S 79° 23'29"
W, 916.43 feet along the south line of the NE'/4NW1/4 of said Section 4 to a 5/8" rebar
with a 11/2" aluminum cap stamped PLS 18450; thence North, 1234.40 feet to the north
line of the NEI/4NW1/4 of said Section 4; thence N 82° 40' 03" E, 269.99 feet along the
north line of the NEI/4NW1/4 of said Section 4 to a 5/8" rebar with a 11/2" aluminum cap
stamped PLS 18450; thence N 12° 46' 13" E, 1495.67 feet; thence N 02° 32' 25" E,
318.25 feet; thence N 82° 42' 50" E, 255.73 feet; thence N 00° 30' 26" E, 358.02 feet;
thence N 52° 044'41" E, 347.51 feet; thence N 02° 32'25" E, 175.16 feet; thence N 00°
59' 47" E, 548.75 feet; thence East, 600.00 feet; thence N 14° 06' 30" E, 235.92 feet;
thence N 72° 09' 57" E, 174.30 feet; thence S 69° 50'40" E, 359.30 feet; thence N 21°
31' 37" E, 791.07 feet; thence N 85° 48' 07" E, 1505.47 feet to the east line of the
SEI/4SEI/4 of said Section 33, Township 35 North; thence S 00° 53'22" W, 709.42 feet
along the east line of the SEV4SEI/4 of said Section 33, Township 35 North to the point
