field and have found several errors still exist. Mr. Zuber's inspection report will detail <br />necessary revisions. <br />• More stream buffer zone markers are needed on the west end of the facilities area. <br />• Please keep up on weed spraying efforts. We did observe herbicide application during the <br />inspection, but several List B (houndstongue, thistle) and C (bindweed, mullein, and <br />cheat grass) species are present throughout the disturbed area. <br />• Monitor the top of the RDA. Low spots are forming and water is pooling. Need to ensure <br />positive drainage. <br />• The interface ditch on the RDA between reclaimed and un -reclaimed areas needs <br />maintenance to ensure continued functioning. Brush should be installed in the rill on the <br />east side of the reclaimed face to help the feature to self -heal. <br />• The RDA haul road ditches require maintenance especially at the top and bottom. Water <br />is pooled at the top, water is beginning to erode the road surface at the bottom (need to <br />ensure positive drainage away from road surface). <br />• Ditch D-10 by the mine entrance is pooling water and needs to be cleaned. <br />• Excavated material placed on the stream buffer zone berm at the SAE east of DWDA #2 <br />needs to be moved to ensure it does not cascade into the stream buffer zone. <br />• We discussed the potential to reclaim DWDA #2 in the near future. Mr. Head expressed <br />interest in potentially making this a winter project. Mr. Zuber indicated he would do what <br />he could to facilitate any necessary changes to the permit to make this reclamation <br />happen expeditiously. <br />• We discussed the load currently placed on Pond 007. Reclaiming DWDA #2 would help <br />alleviate this load, as it is a major source of sediment reporting to this pond. <br />• Silt fencing by the new v -notch weir (SAE near Pond 007) requires repair. <br />• We discussed the coaly material placed in the soil storage area. This is subsoil from the <br />Bates portal development and will not be used as topsoil. <br />• Coal fines need to be removed from the Jansen loadout. Sediment control appears <br />lacking, although no off-site sedimentation was observed. <br />• Culver C-64 is clogged and requires immediate cleanout. Refer to Mr. Zuber's inspection <br />report for a complete listing of lower -priority culvert maintenance items. <br />• The fire hydrant excavation area either needs to be explained in the permit or filled in. <br />This may necessitate raising the hydrant with a riser pipe. <br />• The ditch on the south side of the electrical substation parking lot requires maintenance to <br />return it to design configuration. Also, Map 13 shows a culvert routing this drainage <br />across the road. This culvert does not exist and runoff is traversing the road (ultimately <br />still reports to Pond 007). <br />• Water storage tank SAES both require repair. The upper SAE hay bales and silt fence <br />have been reinstalled, but broken bales and erosion persist on the outslope. The area <br />should be cleaned up and seeded. The lower SAE berm has been breached and requires <br />repair. <br />• The perimeter berm on the west end of the disturbance area needs to be rebuilt. There is <br />coal fine material on the east end of the boneyard that could be washed toward the <br />Purgatoire River without completing this berm and routing drainage to appropriate <br />channels. <br />7 P a g e <br />
