S <br />Rule: 4.05.5 (1-2) Sediment Control Measures <br />This is a review of rules 4.05.5(1-2) associated with design, construction and maintenance of sediment control <br />systems. <br />The sediment control plan is presented in section 2.05.3(4) of the permit. <br />The permit adequately addresses this section of the rules with the exception of: <br />25. Review of Irrigation Designs (Section 2.05.4(2)(e), (Section 2.05.4(2)(e)-1, and maps 2.05.3(4)- <br />1,2.05.5-1 and 2.05.4(2)(d)-1 provided no indication of how overland flow resulting from <br />irrigation (tailwater) would be routed or treated. Please discuss: <br />a. the routing and reuse of tailwater <br />b. Provide information as to the volume of irrigation water that may not infiltrate the soil and <br />thereby contribute to overland flow. Has this volume of water and associated sediment been <br />considered in SEDCAD modeling. <br />c. Please explain why or why not tailwater and associated sediment are included or not in <br />SEDCAD modeling. <br />d. Updated SEDCAD models may be required to account for the above inputs. <br />e. provide maps indicating any anticipated tailwater routing system <br />26. Map 2.05.3 (4)-1 omits a legend item corresponding to the ditches flowing to the sediment <br />ponds. Please resubmit this map with the following additional information: <br />a. add ditch symbology to legend <br />b. call out the associated ditch labels. <br />Rule: 4.05.6 Sediment Ponds <br />This is a review of rules 4.05.6(1-7) associated with sediment pond design, construction and maintenance. <br />Sediment Pond designs are found in Permit Section 2.05.3 (4) associated maps; 2.05.3(4)-6,7,9, and 10, and <br />appendices 2.05.3(4)-7, 8 that include SEDCAD model results. <br />This section of the rules is adequately addressed with the exception of: <br />♦ DRMS refrained from verifying SEDCAD model results due to the lack of an appropriate map indicating <br />the spatial relationships between ditches, culverts, and ponds and associated culvert sizes. <br />27. Please see adequacy questions #10 and #11 above for, further details. <br />Rule: 4.05.7Discharge Structures <br />This is a review of rules 4.05.7 associated with discharge from sediment control structures and other treatment <br />facilities. <br />Permit Appendices 2.05.3(4)-7, 2.05.3(4)-8, and 2.05.3(4)-10, associated figures and tables, maps 2.05.3(4)-6, <br />(4)-7, (4)-9 and (4)-10, discuss the as built designs and present the SEDCAD model results for, ponds and ditches. <br />Ditches and ponds are designed to safely pass the flows from a 10 year 24 hour event as per this rule and in some <br />cases are overdesigned. <br />This section of the rules is adequately addressed in the permit. <br />Rule: 4.05.9 Impoundments (1-21) <br />New Horizon North Permit Revision PR1 Prepared by: R.
