May 26, 2016 C-1981-022/Elk Creek Mine LDS <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 4 <br /> <br /> Page 3 of 8 <br /> <br />ROADS – Rule 4.03: <br /> The road to the Hubbard Creek fan site had been repaired. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br /> The demolition of the CV-1 belt structure had been completed, although some of the concrete foundations <br />remained to be broken up. <br />The iconic silo next to the highway had been demolished. The structure was successfully blasted on April <br />29, many videos of the explosion were posted to the internet and show that it went smoothly <br />(https://www.youtube.com/watch?v=4LWTeTLGaz8, https://www.youtube.com/watch?v=wMQ4VGAUnOU, <br />https://www.youtube.com/watch?v=HSFvaWWlhzY). Some of the concrete debris remained to be cleared. <br />Concrete was being separated from rebar and piled on the coal stockpile pad. The rebar was being shipped off for <br />scrap. <br />At the Elk Creek fan site all the demolition was complete. At the portal bench most of the concrete pads <br />had been broken up, some material was left to remove as well as four tanks. At the main facilities area structure <br />demolition was still in progress. <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br /> Weeds did not appear to be a particular problem at the time of the inspection, although there was some <br />cheat grass (Bromus tectorum) on the valley fills. The repaired area on the West Valley Fill had begun to green up <br />with germinating vegetation. <br />Doug Smith had sprayed for weeds around the facilities area, and expected to put out the remainder of the <br />spraying up for contract. <br /> <br /> <br />DOCUMENTS RECEIVED <br />N/A <br /> <br />OTHER (SPECIFY) <br />N/A <br /> <br /> <br /> <br />ENFORCEMENT ACTIONS/COMPLIANCE <br /> <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />
