Wilson <br /> CEMEX, Inc. <br /> P.O.Box 529 <br /> Lyons, CO 80540 <br /> Re: Lyons Quarry, Permit No. M-1977-208, Authorization to Proceed with Approved <br /> Activities (TR-15) <br /> Dear Mr. Wilson, <br /> The Division of Reclamation, Mining and Safety has reviewed the analytical reports which were <br /> submitted to the Division as part of the approval of Technical Revision No. 15 (TR-15).The Division <br /> approved TR-15 on April 11, 2016, which addressed the addition of powder activated carbon and <br /> hydrated lime to the effluent gas streams of the cement kiln at the Lyons Plant.The Operator collected <br /> composite and grab samples of cement kiln dust (CKD) over three sampling events. A total metals <br /> analysis and a Toxicity Characteristic Leaching Procedure analysis were performed on the samples. <br /> The Division has reviewed the analytical reports and has determined the system changes to the Lyons <br /> Plant will not result in CKD being classified as a hazardous material under Subtitle C of the Resource <br /> Conservation Recovery Act.
