AMAX Mineral Resources Company
1707 Cole Boulevard
Golden,CO$0401.3293
303 234.9020
July 7, 1988
® AM+E
Ms. Pamela Harley
Chief, Solid Waste Section
Colorado Department of Health
4210 E. llth Ave.
Denver, CO 80222
RE: ASBESTOS DISPOSAL AT THE CLIMAX MINE
Dear Ms. Harley:
Thank you for the opportunity to meet with you last week
to discuss asbestos disposal at the Climax Mine. As we
indicated, due to the writeoff and shutdown of various
facilities at Climax, we are in the process of prgparing
those facilities for demolition so that we will no longer
pay costs associated with taxes and insurance. The
demolition will result in removal of friable asbestos
containing materials (ACM) , which will be coordinated with
AQCD, with subsequent onsite disposal in an abandoned
ventilation shaft. Demolition activities are covered
under our mine reclamation plan; however, it is our intent
that all onsite asbestos disposal also meet Colorado
Department of Health. requirements f.or asbestos disposal
sites ( 11CR4,4-88) .
Based on our meeting, we understand that the Department
approves of our disposal program with some modifications.
The basic program is described below. The modifications,
which will be incorporated into the program are:
1. The device , either rollers or a hopper, which
will feed the bags into the ventilation shaft
will be designed so that bags do not rip or tear
so as to release asbestos into the environment.
2. The fans which ventilate the shaft enclosure
building through a HEPA filter will be run for a
period of time after a bag has been dropped so
that any asbestos dust generated after the bag
has fallen into the shaft will be properly
collected.
3. The inside of the enclosure building will be
cleaned periodically and any person entering the
building will be properly outfitted with
coveralls and a respirator.
4. After the shaft is filled, capped, graded, etc a
suitable marker will be placed on the site so
that the asbestos is not dug up by mistake in the
future.
0
