Louis Head participated in the pre-inspection and post-inspection <br />(closeout) discussions. Ron Thompson participated in portions of the records review. No <br />operator representatives participated in the field evaluation at Golden Eagle or the associated <br />vegetation reference area. <br />Background <br />The Golden Eagle underground coal mine permit is in permanent cessation. The site is reclaimed <br />and has largely received Phase III bond release. A small portion of the original permit, a <br />reclaimed ventilation shaft pad, is all that remains of the permit area. This remaining permit area <br />is approximately 1.2 acres in size. <br />Rule 4.02: Signs and Markers <br />The permit identification sign contains all required info (permit number and operator name, <br />address, and phone number) and is in good repair. The sign is placed at the entrance gate from <br />County Road 23.3 as required. The disturbance area is marked with painted roof bolts. <br />Rule: 4.05.5: Sediment Control Measures <br />Runoff from the property to the north has caused erosion within the permit boundary. This <br />problem has been ongoing and NECC has installed a series of hay bales to slow runoff and trap <br />sediment. Recent heavy rains deposited significant sediment behind the bales and undercut the <br />bale line. This sediment control structure is in need of repair and efforts to control drainage could <br />benefit from coordination with the neighboring landowner. Runoff from their property could <br />potentially be routed away from the permit boundary. <br />No other sediment control issues were noted on site. The reclaimed area is stable and well- <br />vegetated at this time. <br />4.15 Revegetation
