RECEIVED
TECHNICAL REVISION MAY 19 20W
BULLGER BASIN PLACER
PERMIT M-1985-022 Division of Reclamation,
May 19,2008 Mining and Safety
In accordance with the letter of November 16, 2007,to Mr. Joe Dodge, the following
technical revision to the permit is provided. This revision primarily establishes a new and proper
seed mixture for the site. But it also includes a couple of other minor changes.
The permitted reclamation plan for this site contains a seed mixture that was apparently
recommended in 1984 or 1985 by Mark Loye of the Division. The seed mixture is inappropriate
for the site because the seeding rates are far in excess of what would be needed. Some of the
species in the mixture are suitable, but others would not be suitable or appropriate for an alpine
tundra site. The number of live seeds that would be planted per square foot, using the permitted
seed mixture, would be about 788. That is about 10 times as much seed as would be needed and
would likely result in a total failure of the seeding due to seedling competition. A recent bond
calculation performed by the Division found that the seed alone would cost $2,467.80 per acre
for a total of$98,712.00 for 40 acres. Assuming only the rates of seed application were lowered
to about 80 live seeds per square foot, which is often considered appropriate for broadcast
seeding, the cost of seed for the entire 40 acres would be about$9,871.20. However,by changing
the seed mixture to eliminate some of the very expensive species and substituting others that
would work just as well, if not better, this cost can be further lowered to a total of about$70.00
per acre or about $2,700 for the entire 40 acres.
The following seed mixture is to be substituted for the permitted seed mixture.
-Penn Mountain - Bullger asin Placer
Species seeds/lb lb/acre seeds/sqft cost/lb cost/ac
PLS
Festuca idahoensis-Joseph 450,000 0.6 6.20 $8.50 $5.10
Poa alpina 1,069,921 0.6 14.74 $13.00 $7.80
Festuca ovina- Black Sheep 530,320 0.5 6.09 $3.25 $1.63
Bromus marginatus-Garnet 64,080 2.0 2.94 $2.00 $4.00
Ph/eum alpinum 1,044,689 07 16.79 $30.00 $21.00
Deschampsia caespitosa 1,500,000 0.7 24.10 $8.25 $5.78
Penstemon rydbergii 131,900 0.3 0.91 $65.00 $19.50
Achillea millefolium 2,852,012 0.2 13.09 $10.00 $2.00
Totals=1 7,642,9221 5.6 1 8 $140.00 $66.80
Regarding the species selected, for Festuca ovina Covar may be used if Black Sheep is
not available. Many, if not most, tundra species are nitrogen fixers and the addition of fertilizer will
Technical Revision - Bullger Basin Placer M-1985-022 May 19,2008 Page 1 of 2
