COLORADO
Department of Public
Health it Environment
Dedicated to protecting and improving the health and environment of the people of Colorado
Jerry Nettleton, Environmental Supervisor
Twentymile Coal LLC
29515 Routt County Road 27
Oak Creek, CO 80467
jnettleton@peabodyenergy.com
MEMORANDUM
TO: Twentymile Coal, LLC - Foidel Creek Mine
FROM: Geneva Brion, Permit Writer 303-692-3532
DATE: June 15, 2016
RE: Approved Chemical Usage - CDPS Permit No: CO -0042161
On June 14, 2016 the Water Quality Control Division (the division) received a chemical approval request from
Twentymile Coal for CDPS permit C00042161. The facility requests approval for the use of the flocculant
identified below at the Fish Creek Borehole and Water Treatment Installation (Foidel Creek Mine) to drop-out
coal fines and improve water quality of facility effluent prior to discharge via outfall 001A to Fish Creek.
Chemical Name
Purpose
Constituent of Concern
Amerfloc 490 Polymer
Coagulation and flocculation
pH
The flocculant will be metered into the flow stream prior to the existing EC mix tank. The treated flow will
be discharged from the mixing tank into the existing three -cell settling basin system. An application rate of
20 mg/l will be used, which will result in effective settling of coal fines with no anticipated flocculant
residual in the wastewater once the flows reach the third cell in the treatment system.
Based on a review of the Material Safety Data Sheet (MSDS) for Amerfloc 490 polymer, the division has
approved its use under this permit. The division has determined that the use of this chemical does not
require a modification to the monitoring requirements or discharge limitations provided in the permit at this
time. Note that all chemicals used in the treatment process that may be discharged to waters of the State
under this permit must be used in accordance with all state and federal regulations and in strict accordance
with the manufacturer's instructions.
4300 Cherry Creek Drive S , Denver, CO 80246-1530 P 303-692-2000 www.cotorado.gov/cdphe
John W.
