June 24, 2013 <br />Stephanie Reigh <br />Department of Reclamation, <br />Mining and Safety. <br />Grand Junction Field Office <br />101 South 3`d Street, Suite 301 <br />Grand Junction, CO 81501 <br />6.4 SPECIFIC EXHIBIT REQUIREMENTS -REGULAR 112C OPERATIONS <br />The following items must be addressed by the applicant in order to <br />satisfy the requirements of C.R.S. 34-32.50101 et sea. and the <br />Mineral Rules and Regulations of the Mined Land Reclamation <br />Board: <br />6.4.4 EXHIBIT D — Mining Plan <br />1) While excavating, will a highwall be created? <br />"The pit walls shall be sloped to blend with the surrounding <br />existing contours, not to exceed 3h:lv." (See BLM Stipulations: <br />Exhibit N Page 3, Item 1-b). <br />2) Please describe what measures will be taken to ensure offsite <br />areas are not disturbed by the mining operation. <br />Moffat County will establish "Off Limits" signs on the <br />perimeter of the Mining Permit boundary in order to keep the <br />mining activity on the permitted property. <br />In addition, please review Exhibit S, pages I and 2. <br />6.4.5 EXHIBIT E Reclamation Plan <br />3) Please describe how the seedbed will be prepared for seeding. <br />Will the site be tilled to de -compact the soil. <br />Moffat County will prepare the seedbed by laying down the <br />overburden and top -soil on grade, and then by seeding the area <br />with our approved seed -mix formula. The seeded area will then be <br />tilled with a tractor or a motor grader. The proposed Reclamation <br />Plan Map (Exhibit F) will assume the gravel pits have been fully <br />excavated; that they have been backfilled with excess overburden; <br />
