-2- June 12, 2014
construction easements from adjacent properties. For both concepts the barrier wall would
be within DW's property and the permit boundary and construction easements would only be
used for work or staging areas and no permanent work for the reservoirs would occur
outside of the permit boundary.
DRMS stated the change of seepage barrier would likely be permitted with a Technical
Revision (TR). DW would not need to bond the change in the seepage barrier since DW is
a public entity. It would be acceptable to submit preliminary drawings (30 percent) for the
TR, The TR submittal should also include a plan to monitor groundwater with locations of
monitoring wells. The DRMS would then require as constructed drawings and the final
acceptance of the seepage barrier would be passing the leakage test as required by the
State Engineer's Office of Dam Safety. Generally TR's can be issued within 30 days. The
main item that slows down the TR process is if additional information in needed for DRMS's
evaluation.
Colorado Department of Transportation and Anadarko
DW inquired if the offset from the Colorado Department of Transportation (CDOT) could be
changed. DRMS stated that if DW and CDOT can reach an agreement and CDOT provides
acceptance to the change in writing, DRMS could issue a TR for the change. Additionally,
any changes to construction in the Anadarko easement could be modified and then notify
DRMS and a TR could be issued.
