® RECEIVED
cotter ✓JUN 17 2016
Via FedEx
DIVISION OF RECLAMATION
June 16. 2016 MINING AND SAFETY
Michael Cunningham
Division of Reclamation and Mine Safety
Department of Natural Resources
1313 Sherman Street, Room 2-
Denver, CO 80203
10-1
Subject: "Technical Revision 24 ("TR-24")-Correction of Permit Boundary Discrepancy and
Relocation of Water Treatment Building; Schwartzwalder Mine, Golden, Colorado, Mine Permit
ub 1977-300
Dear Mr. Cunningham:
For your review and approval, please find enclosed the rationale, technical basis and plans
applicable to Cotter Corporation's (N.S.L.) ("Cotter") request for TR-24 and a check for the
amount of$1,006 to cover the technical revision ("TR") fee. TR-24 contains two parts; the first
part is for the correction of a permit boundary discrepancy, and the second part is to provide
information the Division of Reclamation and Mine Safety("DRMS")requested relating to the
relocation of Cotter's water treatment facility at the Schwartzwalder Mine site which was
previously approved under Amendment No. 4 to the Schwartzwalder Reclamation Plan.
Correction of Permit Boundary Discrepancy
In 2001, the Black Forest Permit was amended to include an Affected Area that overlapped a
portion of the Schwartzwalder Affected Area. However, the overlap area was never released
from the Schwartzwalder Permit. The attached map, Exhibit 1, Schwartzwalder Mine
(M1977-300),Black Forest Mine(M32001-036)Affected Area, defines the Schwartzwalder
Affected Area as it exists today. Note that a 0.97-acre area has been added to the northwest. Fill
earth from this area was excavated for the Glencoe Valley Road reconstruction.
The total Schwartzwalder Affected Area is now 58.52 acres, which will be reclaimed under the
ongoing Schwartzwalder Reclamation Campaign. Exhibit 1 shows three small areas (0.53 acres)
that are part of the Black Forest Affected Area that do not overlap the Schwartzwalder Affected
Area. These small areas will be reclaimed prior to release of the Black Forest Permit. Cotter
requests that, under TR-24 the attached map,Exhibit 1, Schwartzwalder Mine(M1977-300),
Black Forest Mine(M32001-036) Affected Area, be used to update the Schwartzwalder Permit
(M1977-300)to define the current Schwartzwalder Affected Area.
Relocation of the Water Treatment Building
As you are aware, the current plan is to construct the new industrial water treatment plant
(IWTP); move the water treatment equipment from the existing water treatment building to
IWTP, and then demolish the vacated waste treatment building. Presently, the new IWTP is
1
Cotter Corporation Telephone(720)554-6200
7800 E.Dorado Place,Suite 210,Greenwood Village,CO 80111 Fax(720)554-6201
