Cunningham, Environmental Protection Specialist RECEIVE
CC: Division 1 Office, District 3 Water Commissioner
FROM: Sarah Brucker, P.E. (t5 -JUN 17 2016
RE: SerFer Pit, File No. M-2008-006b/ DIVISION OF RECI
Applicant/Operator: Connell Resources, Inc. MINING AND SA! -
Contact: 970-223-3151
Section 24, Twp 6 North, Rng 68 West, 6th P.M., Larimer County
COMMENTS: The Applicant has submitted a request for financial warranty reduction for the SerFer Pit. The
SerFer Pit consists of 45 permitted acres along the Cache la Poudre River near Windsor, Colorado. Mining at
the SerFer Pit ended in 2014. Reclamation of the pit began in late 2014 and continued through 2015. A
compacted clay liner was constructed around an approximately 20-acre portion of the site. The liner was
approved by this office as having met the design standard in a letter dated June 8, 2015, and the lined portion
of the site is now considered a lined reservoir. All lagged depletions due to past mining activities at the site
were replaced under the SerFer Substitute Water Supply Plan valid through March 31, 2016, and no depletions
associated with the SerFer Pit remain. As noted in the SWSP, a Well Abandonment Report (form no. GWS-09)
should be submitted for gravel pit well permit no. 75825-F as the site no longer exposes ground water and is
therefore no longer classified as a well.
The Applicant has requested that the bond be reduced to cover the cost of re-seeding the pit in the vent the
current seeding is insufficient. Based on the above, this office has no objection to the proposed request.
The Applicant may contact the State Engineer's Office with any questions.
a cot'
o
1313 Sherman Street, Room 821, Denver, CO 80203 P 303.866.3581 F 303.866.3585 www.water.state.co.us i.
