(4) Application contents for operations affecting alluvial valley floors. <br />• (a) If land within the proposed permit area or adjacent area is identified as an alluvial vallev <br />floor and the proposed surface coal mining operation may affect an alluvial valley floor or waters that supply <br />alluvial valley floors, the applicant shall submit a complete application for the proposed surface coal mining and <br />reclamation operations, to be used by the Division or Board, together with other relevant information, including an <br />appropriate combination of information required by 2.06.8(3), as a basis for approval or denial of the permit. The <br />complete application shall include detailed surveys and baseline data required by the Division for determination of. <br />(i) The characteristics of the alluvial valley floor which are necessary to preserve the <br />essential hydrologic functions during and after mining; <br />(ii) The significance of the area to be affected, for agricultural activities; <br />(iii) Whether the operation will avoid during mining and reclamation the interruption, <br />discontinuance, or preclusion of farming on flood irrigated or subirrigated alluvial valley floors; <br />(iv) Whether the operation will cause, or presents an unacceptable risk of causing, <br />material damage to the quantity or quality of surface or ground waters that supply the alluvial valley floor; <br />(v) The effectiveness of proposed reclamation with respect to requirements of the Act <br />and these Rules; and <br />(vi) Specific environmental monitoring required to measure compliance with 4.24 <br />during and after mining reclamation operations. <br />• (b) Certain information specified under 2.06.8(4)(a) is not required under the following <br />circumstances <br />(i) Information relating to 2.06.8U(a_(ii), iii , and (iv) is not required for operations which the statutory <br />exclusions of 2.06.8(5)(b) apply; and <br />(ii) Information relating to 2.06.8(4)(a)(iii) and (iv) is not required if land use on the <br />alluvial valley floor has been undeveloped rangeland which is not significant tofarming or if the Division or Board <br />finds that the farming which will be interrupted, discontinued or precluded is of such small acreage as to be of <br />negligible impact to the farm's agricultural production. <br />(c) Information required under this paragraph shall include an appropriate combination of, but <br />not be limited to: <br />(i) Geologic data, including geologic structure, and surficial geologic <br />maps, and geologic cross-sections; <br />(ii) Soils and vegetation data, including a detailed soil survey and <br />chemical and phvsical analyses of soils, a vegetation map and narrative descriptions of quantitative and qualitative <br />surveys, and land use data, including an evaluation of crop yields; <br />A.�-I• i'.CVL J U M 2 8 2GJ0 <br />PR 99-05 2.06-11 11/17/99 <br />
