June 7, 2016 C-1981-012/New Elk Mine RDZ <br /> <br /> <br />Number of Partial Inspection this Fiscal Year: 10 <br />Number of Complete Inspections this Fiscal Year: 4 <br /> <br /> Page 6 of 19 <br /> <br />Large woody vegetation (e.g., sage brush and juniper trees) is growing near the bottom of the RDA. The highest <br />contour ditch on the lower RDA was measured with a clinometer to have a 1 percent slope. This is less than ideal <br />(Exhibit 30 calls for a typical slope of 2 – 3 percent), however, this ditch and others appear to be functional. <br /> <br /> <br />ROADS – Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The road to the RDA is generally in good shape, although some grading is needed; a rill is forming near ditch D62. <br />Below this road, some sediment control practices are recommended on the toes of the fill slopes. <br /> <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />No erosion or other significant problems were seen with the SAEs near the Allen Mine portal (once a water tank <br />pad and a substation) or the SAE around the slurry injection wells. At this latter SAE the berm is bare, and <br />additional seeding is recommended. At the SAE east of the DWDA#2, the berm is intact, and the sump appears to <br />be functioning; however the dirt pile near the sump needs to be removed from the berm immediately. The silt <br />fence below the SAE that is next to Pond 007A needs repair, and it would be beneficial to add another row of silt <br />fence above the existing one. <br /> <br />Where hydromulch has been sprayed on the Pond 007A embankment (where pipe/meter installation activities <br />created disturbance) vegetation is exhibiting good growth. <br /> <br /> <br />REVEGETATION – Rule 4.15 <br />Vegetative Cover; Timing: <br />Per Louis Head, 2016 vegetation sampling will take place in July. <br /> <br />A large number of problem weeds were seen around the site: bind weed, houndstongue, thistle, cheat grass. NECC <br />staff were seen spraying during the inspection, and evidence of recent spraying (distressed weeds) was also seen. <br />Mullein was seen in places but is marginally problematic. <br /> <br /> <br />SUPPORT FACILITIES - Rule 4.04: <br />Coal refuse needs to be removed from under the conveyor to the RDA. <br /> <br />No problems were seen at the clean coal storage area. No erosion was seen, the berm is intact, and the down drains <br />are functional. No problems were seen at the raw coal storage area except for a clogged culvert at the
