The County specified what those acceptable minimum actions involve via roadway improvements consistent <br />with the county's code and other mitigation efforts. <br />In order to provide certainty, these items are measured proportionally and required concurrently with the <br />application (typically upon approval and prior to commencement of use; however in this case based on a <br />phased implementation plan/accepted agreement). An instrument used to accomplish this is the Road <br />Improvement Agreement (RIA) mentioned earlier. <br />LPLUC Compatibility Standards <br />LPLUC Sec. 82-193(c) (2) requires six standards be evaluated as they relate to project compatibility. <br />Identification of the areas of compatibility impact has been informed by the public meetings outlined above <br />and public comment received throughout the planning process. A summary of the issues discussed at the three <br />county -facilitated Neighborhood Compatibility Meetings are included in Attachment 20 and public comments <br />are included as Attachments 24 to39. <br />Table 4 below summarizes these standards and the primary issues relevant to the proposed project that have <br />been identified from the aforementioned sources and staff analysis. Each of these issues relevant to the <br />proposed project is discussed in detail following Table 6 and within the applicable compatibility section. <br />Table 4. Traffic generated by the development will not create safety hazards, create traffic which is beyond the <br />capacity of affected roads, or result in substantial increases over existing traffic volumes, or which <br />results in the reduction of existing service levels. <br />Overview <br />The project produces a large volume/load of traffic that is beyond the capacity of the affected road.
