Resource Hydrogeologic Services, Water Balance Study, May 8, 2014 (with Executive Summary <br />added July 20, 2015) <br />As noise along CR 120 remained a significant concern, the following noise follow-up analyses were <br />performed: <br />1. The County contracted Aimone-Martin Associated to review GCC's noise study (LPLUC 82-197). <br />That report was entitled "Review of Noise and Vibrations from CR 120 Truck Traffic and Mining <br />Operations", dated September 7, 2015. In that report, Dr. Aimone-Martin outlined noise study <br />parameters and made noise mitigation recommendations (Attachment 12). <br />2. Wave Engineering, contracted by GCC, conducted the noise studies outlined by Aimone-Martin <br />Associates, and provided a report entitled "King II Coal Mine Noise Assessment" dated January 4, <br />2016 (Attachment 13) and Appendices A -F (Attachment 14). <br />3. The County's consultant, Aimone-Martin Associates, provided a review dated January 15, 2016 of <br />the Wave Engineering study (Attachment 15). <br />Additionally, GCC Energy provided reports in response to specific public comments that were of a technical <br />nature. COMPATIBILITY <br />Land Use Classification <br />Fort Lewis Mesa Planning District (FLMPD) Land Use Plan does not contain an established land use <br />classification system (traditional land use classifications defining mapped use categories/values). The <br />FLMPD Land Use Plan does, however, set forth several goals which encourage: <br />Public participation (FLMPD Section I) <br />Minimizing impacts on water supply (FLMPD Section III) <br />Retain Rural Atmosphere and provide a safe and secure domestic water source (FLMPD Section IV) <br />Retain the Fort Lewis Mesa District as a predominantly agricultural and rural community (FLMPD <br />Section V) <br />Building in harmony with the rural landscape (FLMPD Section VI) <br />Public Participation. <br />The permit review process has been extensive and inclusive, which included: <br />1. Three neighborhood compatibility meetings held by GCC with the County facilitating (respectively <br />on September 11, 2012; December 19, 2013; and April 2, 2014); <br />2.
