ENVIRONMENTAL ASSESSMENT, <br />EA Number CO-SJFO-00-102EA <br />NATIONAL KING COAL, LLC <br />COAL LEASE APPLICATION <br />EAST ALKALI TRACT <br />COC 62920 <br />1. PURPOSE AND NEED <br />The Colorado State Director of the Bureau of Land Management received a lease application from <br />National King Coal, LLC dated Apri19,1999. The application involves the East Alkali Tract (COC <br />62920) in the amount of approximately 1,304.51 acres. The application was submitted under the <br />Mineral Leasing Act of 1920, Federal Coal Leasing Amendments Act of 1976, and 43 CFR 3425. <br />The coal reserves are managed by the Montrose District Office of the BLM. The applicant has need <br />for the coal in order to expand an existing operation, which is nearing depletion of its known coal <br />reserves, to maintain its current level of production. The purpose of the environmental assessment <br />(EA) is to evaluate potential -�inpacts of leasing the tract upon the physical and socioeconomic <br />environment and to develop mitigating measures to be included as lease stipulations in the event the <br />lease is issued. <br />The application area is described as follows: <br />T. 35 N., R. 11 W., N.M.P.M., North of Ute Line <br />Section 19, lots 4,5, E2S W4, & SE4. <br />T. 35 N., R. 12 W., N.M.P.M., North of lite Line <br />Section 24, lots 1,2, and SW4SE4. <br />Section 25, lots 1,2, W2NE4 and W2. <br />Section 26, SE4NE4, E2SE4, SW4SE4. <br />Section 35, NE4, N2SE4. <br />Containing app:.oximately 1304.51 acres <br />The application area is locate% in La Plata County, Colorado (see Mai,: 1 and 2). Th: surface is both <br />tribal(] 225 acres) and federal l\ (80 acres) owned and the coal rights ar : eserved to tiic United States. <br />Authorizing Actions and Agcucy Involvement <br />In response to the lease application submitted by National King Coal, LLC, the Bureau of Land <br />Management reviews the coai tease application in accordance witiZ tic reguiations sound at 43 CFR <br />3425. BLM then prepares an environmental assessment (EA) to analyze the potential iinpacts of any <br />proposed lease and to develop mitigating measures to be included as :ease stipulations in the event <br />
