The Division would prefer not to suspend monitoring at site SSLG5 in order to evaluate water quality <br />in Little Grassy Creek upstream of the affected area. <br />3. Item 3 - Discontinue monitoring at Spoil Springs 3, 4 and 6 (aka, SSSPG3, 4 and 6). These spoil springs <br />issue from old Seneca II Mine workings in the Pond 002 basin. Final bond release for these areas was approved <br />in 2015. <br />a. According to the Findings Document for the SU bond release application; SSSPG3, 4 and 6 were <br />not part of the bond release area. Over the last several years there has been exceedances of the <br />manganese standard for agricultural use per the CWQCC Regulation 31 at the SSSPG3 and SSSPG6. <br />Given this, further analysis will need to be done and the Division may have to consult with the Colorado <br />Department of Public Health in order to discontinue monitoring of these sites. <br />4. Item 4 - Discontinue monitoring at Spoil Spring 7 (aka, SSSPG7). This spoil spring issues from old Seneca <br />II Mine workings in the Pond 002 basin. It was buried during construction of the Lower Sump for the Sage Creek <br />Mine. <br />a. The location of SSSPG7 on Map 2.04.7 M1 shows this spring at the south end of Pond 002, some <br />distance north of the Lower Sump. Based on the 2015 AHR, during 2002 when some re -grading of the <br />Pond 002 shoreline occurred this spring was buried but re -appeared in 2003 but no longer exists <br />because of the construction of the lower sump. Given this, discontinuing monitoring of this site would <br />be appropriate. <br />5. Item 5 - Discontinue monitoring at Outfall 004 (Pond 004 on Cow Camp Creek in the Fish Creek basin). The <br />new (2016) NPDES permit has dropped monitoring at this outfall, but has now required monitoring at two spoil <br />springs above this pond: Spoil Spring 1 (aka, SSSPG1 = Outfall 006) and Spoil Spring 2 (aka, SSSPG2 = <br />Outfall 005). <br />a. Monitoring of Pond 004 can be discontinued. However, the surface water monitoring plan contained <br />in Section 2.04.7 of the permit will need to be updated to account for this change and the two new <br />NPDES discharge outfalls will need to be included in the monitoring plan. <br />6. Item 6 - Discontinue monitoring at wells SCAL69 (Cow Camp Creek alluvium) and SSP62 (Pond 004 spoils) <br />for reasons given in above in Item 1. <br />a. Do not discontinue monitoring either of these wells until the final Phase II I bond release of the <br />former Seneca 11 mine affected area that contributes water to these wells has been approved. <br />7. Items 7 - Suspend monitoring (until mining resumes) at the rest of the remaining wells, except for the <br />following. Well SGAL70 is the groundwater point of compliance well in the Grassy Creek alluvium. In addition, <br />monitoring at two bedrock wells will be retained. Both these wells are in the area downgradient of the portal area. <br />They are Wadge Coal Well CW2701 and Wadge Overburden Well COV2702. <br />a. The following wells are used to determine the hydrologic impact from the Seneca II Mine that are <br />included in the PSCM monitoring program; SOV42, SSP61, SSP62 and SCAL 69. These wells should <br />not be suspended until the final Phase I I I bond release of the former Seneca I I mine affected area that <br />contributes water to these wells has been approved. <br />b. The following wells are eligible for suspension of monitoring COV11, COV23, COV2633, CW23, <br />CW2632, SW17, SW19, SGAL71 and SSP27 until mining and/or reclamation operations resumes. <br />8. Item 8 - For all streams and springs, add a flow qualifier that only field parameters (temperature, <br />conductivity and pH) will be performed (that is, no lab sample) when the flow is less than 1 gallon per minute. <br />a.
