TRAPPER MINING INC.
P.O. Box 187 Craig, Colorado 81626
RECEIVED
JUN 13 2016
June 9, 2016
DIVISION OF RECLAMATION
Ms. Tabetha Lynch MINING AND SAFETY
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, CO 80203
Re: Trapper Mining Inc., Permit No. C-1981-010, Technical Revision TR -115
PMT and Mine Plan Updates including selected 2015 Midterm Review
Responses to DRMS Comments, Adequacy Review 1
Dear Ms. Lynch:
(970) 824-4401
Please accept this letter as our response to the adequacy review letter of March 30, 2016. Items
requiring a response have been copied below, Trapper's comments follow each as applicable.
Revised permit materials have been included as follows:
Pages; 3-13, 4-177
Maps; MIOA(sheet 3), M10B(sheet 3) and M51(sheet 3)
App A; Appendix A Amendment: TR -115
App Q; Section XVII (Ditch Designs)
49.7 Acres of New Topsoil Stripping Area
The disturbance area shown in TRI 15 extends beyond the current drainage and sediment
control boundary. Please submit updates to the drainage and sediment control plan including any
new pond designs needed for the additional disturbance area.
Trappers Response: Future proposed disturbance in TR -115 will be controlled with surface
diversions back to the west to the inactive A -Pit and existing sediment control structures. The
drainage and sediment control plan, Map M51, has been updated with the locations of two
proposed ditches. Ditch designs for the Deacon1deff vay and Deal diversion ditches are included
and should be inserted in Section XVII of Appendix Q. Permit table 4.8-3, page 4-177, has also
been updated with these new ditch designs. Trapper is currently working on permitting the
NPDES outfalls with CDPHE and designing ponds for the future disturbance areas beyond these
ditches. If the ponds cannot be permitted in a timely fashion the ditches will be constructed as
needed in advance of stripping.
The topsoil stripping areas shown in TRI 15 do not coincide with the areas presented in the
2015 ARR (TR116) for proposed 2016 stripping areas. Please resolve this inconsistency with the
most accurate information.
Trappers Response: Upcoming topsoil stripping is always a proposed action. This may vary
annually depending on production and field conditions. Map MI OB is a proposed plan presented
with each permit term. The stripping limits illustrated on this map are presented as such as noted
