PERMIT#:M-1977-365 <br /> INSPECTOR'S INITIALS: MAC <br /> INSPECTION DATE: May 31,2016 <br /> OBSERVATIONS <br /> The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br /> (Division). Tammie Crawford of Park County was also present for the inspection. The Sulphur Mtn. Gravel Pit is <br /> located nine miles east of Harstel and immediately east of the Chaparral Meadows General Store in Park <br /> County. The commodity of interest is sand and gravel. The site is permitted for 4 acres and the post-mining <br /> land use is rangeland. <br /> Availability Of Records: <br /> A review of the permit file found the Division does not have copies of the Mining Plan or Reclamation Plan <br /> Maps which conform to the requirements of Construction Material Rules 6.2.1(2) and 6.3.5. This has been <br /> cited as a problem and will require corrective action by the Operator. Additional details regarding the <br /> required corrective action may be found on the first page of this report. <br /> Gen. Compliance With Mine Plan: <br /> The site was not active at the time of the inspection and no equipment was present. The Operator has plans to <br /> mine at the site this year and has excavated 6 test pits. The test pits were approximately 2 feet wide, 3 feet <br /> long and 3 feet deep. The Operator had previously requested release of the permit in 2011. The Division <br /> denied the release request due to a lack of established vegetation. As the Operator prepares to resume active <br /> operations, care should be taken to salvage all topsoil from reclaimed areas which will be disturbed. In <br /> addition, the Operator should be aware the approved Mining Plan allows the pit to be mined to a maximum <br /> depth of 10 feet. If the Operator anticipates mining to a greater depth or changing any other component of <br /> the Mining Plan, then a Technical Revision will need to be filed to address the change(s). <br /> Reclamation Success: <br /> As noted above, the site has been in a reclaimed state since 2011. The only disturbance at the site are the test <br /> pits. The pit walls have been graded to blend in with the surrounding topography. The pit walls and floor are <br /> sparsely vegetated; no noxious weeds were observed. <br /> Signs and Markers: <br /> The permit sign was posted at the site entrance as required by Rule 3.1.12. However, the affected area was <br /> not delineated with monuments or markers. The lack of boundary markers has been cited as a problem and <br /> will require corrective action.
