PERMIT#: M-1980-019 <br /> INSPECTOR'S INITIALS: MAC <br /> INSPECTION DATE: May 31,2016 <br /> OBSERVATIONS <br /> The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br /> ' (Division). Tammie Crawford of Park County was also present for the inspection. The Hall Gulch Pit is located <br /> approximately 18 miles northeast of Fairplay alongside County Road 77. The site is permitted for 7.8 acres and <br /> the post-mining land use is rangeland. <br /> Reclamation Success: <br /> The site is not currently being mined and the Operator primarily uses the site as a staging area for equipment <br /> and materials related to road projects. The Operator should be aware the Division only considers a site to be <br /> active when the Operator is conducting mining operations or is removing material from stockpiles. If a site is <br /> not actively being mined, the Operator should be either be in Temporary Cessation or should be actively <br /> reclaiming the site.The Hall Gulch Pit has been partially reclaimed based on observations made during the <br /> inspection. The pit walls have been graded and are stable, but lack an adequate vegetative cover. The pit floor <br /> is partially vegetated, except for the areas used for staging which have no vegetation. The Operator's failure <br /> to establish vegetation within 5 years from the time that mining ceased has been cited as a problem and <br /> will require corrective action by the Operator. Please see the first page of this report for additional <br /> information. <br /> The Division observed a livestock pen on the pit floor during the inspection, the Operator stated the livestock <br /> pen did not belong to Park County. In addition, there were several small stockpiles on the pit floor including a <br /> stockpile of small boulders and rotomill material. According to the Operator, no additional mining is likely to <br /> occur at this site. However, the Operator would like to continue to utilize the site as a staging area. As noted <br /> above, the approved post-mining land use is rangeland. In order to be released from further reclamation <br /> liability, the Operator will need to establish vegetation throughout the site. Once the site is released, the <br /> Operator is free to use it as a staging area. Alternately, the Operator may wish to consider changing the post- <br /> mining land use to something more suitable for Park County. An Amendment application will need to be filed <br /> with the Division in order to change the post-mining land use. <br /> Signs and Markers: <br /> The permit sign was posted at the site entrance and the boundary of the affected area was delineated as <br /> required by Rule 3.1.12. <br /> Page 2 of 4 <br />
