All prime farmlands in the permit area will be reclaimed as Irrigated Cropland.
2.4 Individual Prime Farmland Areas
Two areas of the New Horizon Mine contain Prime Farmland: the Morgan Property south of BB
Road and west of 27.00 Road and a small portion of the WFC property north of BB Road and
west of 27.00 Road.
2.4.1 Morgan Property
The fields southwest of the intersection of BB Road and 27.00 Road have prime farmland soils
(98A and 98E), which is slightly over 87 acres of the Morgan Property (87.03 acres). The area of
these soils can be seen on Map 2.04.9-1. Due to historic irrigation and cropland management of
these 87 acres, they are Prime Farmland, and will be therefore reclaimed to Prime Farmland
standards.
2.4.2 Small area in northwest portion of the WFC Property
There are 4.76 acres of 98A (northwest corner of permit) on the WFC property. This area
contained prime farmland soils (see Attachment 2.04.9-6). A portion of this area was stripped of
soil in order to create Pond 013 prior to the prime farmland determination in February of 2008.
The total disturbed area of prime farmland soils in this area was 3.96 acres. Although Pond 013
will be in place until after Phase II bond release has been obtained on its reclaimed watershed
area, WFC will reconstruct 3.96 acres of prime farmland in the Pond 013 area after reclamation
of the pond. All soils handling, stockpiling and replacement will be done according to the prime
farmland soil handling criteria described in Sections 2.06.6 and 2.05.4(2)(d). This area can be
seen in detail on Map 2.05.4-9, and the pre -mine soils seen on Map 2.04.9-1.
3.0 Prime Farmland Determination
The total area of Prime Farmland identified in the permit is 91.79 acres: 87.03 acres of the
Morgan property in the southwest portion of the permit and 4.76 acres of the WFC property in
the northwest portion of the permit. Not all of this Prime Farmland is disturbed by the mining
operation. The total area of Prime Farmland to be disturbed and reclaimed as part of the permit is
89.06 acres; a combination of the 85.10 acres on the Morgan's and 3.96 acres on the WFC
property. The remaining area (91.79 acres — 89.06 acres = 2.73 acres) has not been disturbed.
January 2016 (TR -70) 2.04.12-2
