following a cast blast. Any remaining Bench 2 above the coal is stripped and transported via <br />shovel and dump truck to the empty pit areas. <br />From the 1998 soil survey, the Bench 1 material is differentiated from the bottom of Lift B <br />(which is the C soil horizon) by greater percentage of coarse fragments. <br />The TR -65 application adds 2.83 acres of non -prime farmland area to encompass the BB Detour <br />Road on the Slash M, LLC (Morgan) property. Since this area was not part of the DRMS permit <br />at the time of construction, no topsoil was salvaged from this area. Instead, a road base <br />consisting of Bench 1 material and gravel was placed on top of the existing ground/topsoil. <br />16.6 Stripping Frozen Topsoil <br />Frozen topsoil can be a concern during soil stripping. Therefore, topsoil will not be stripped <br />when frozen. Currently, all topsoil stripping has been completed at the New Horizon Mine. In all <br />cases, soil removal operations will be conducted in a manner to ensure compliance with Rule <br />4.06.2(5). <br />16.7 Stripping Saturated Topsoil <br />Saturated topsoil can be a concern during soil stripping. Therefore, topsoil will not be stripped <br />when saturated. Currently, all topsoil stripping has been completed at the New Horizon Mine. In <br />all cases, soil removal operations will be conducted in a manner to ensure compliance with Rule <br />4.06.2(5). <br />17. Soil Volume Availability <br />All of the topsoil has been stripped from the New Horizon Mine as of PR -08. Tables 2.04.9-8A, <br />B, C, and Table 2.04.9-9 show what the topsoil quantities were anticipated to be prior to <br />stripping. Section 2.0.5.4(2)(d) discusses the actual topsoil amounts placed in reclamation, which <br />is different (more in some areas, less in others) than the anticipated topsoil volumes. Map 2.05.4- <br />4, 6, and 9 show the topsoil placement throughout the New Horizon Mine. <br />18.2011 Soil Sampling and Analysis Program <br />In response to requirements by the Colorado Division of Reclamation, Mining, and Safety and <br />the Office of Surface Mining, WFC has contracted Key -Agricultural Services, Inc. (Key -Ag) to <br />prepare and conduct a sampling and analysis plan of the soil material stockpiled on the Morgan <br />property, the undisturbed soil in place on the south and west sides of the mining area, and the <br />Substitute Subsoil Redistribution Area on the eastern side of the Morgan property. <br />Sampling occurred in November and December 2011. <br />January 2016 (TR -70) 2.04.9-24 <br />
