2.05-2, paragraph 3 and are again observed beginning on page 2.05-11, paragraph <br />4 of Volume 1. <br />10. In Volume 12, Section 2.05.3(6) — Overburden, it states that the description of the <br />removal, handling and storage of all overburden material within the permit area is <br />described under the Production, Methods and Equipment Section on page 2.05-8 <br />of Volume 1. After reviewing page 2.05-8 of Volume 1, there is no description of <br />overburden material found. Please provide a corrected reference for removal, <br />handling and storage for all overburden material within the Colowyo Mine permit <br />area in Volume 12, Section 2.05.3(6). <br />Rule 4.05 — Hydrologic Balance <br />11. The construction of two additional stock ponds was completed in the West Pit <br />reclamation in 2015. Please provide an updated Maps 12 and 12A to include the <br />addition of these two stock ponds. <br />12. In Volume 12, Section 4.05.13 — Surface and Groundwater Monitoring, it states <br />that the Volume 12 permitted monitoring program replaces the existing <br />monitoring program in its entirety found in Volume 1, Section 4.05.13. However, <br />the monitoring plan in Volume 1 still exists within Colowyo's PAP. For clarity <br />purposes, please replace Volume 1, Section 4.05.13 in its entirety with a reference <br />to Volume 12 Section 4.05.13. <br />Rule 4.15 — Revegetation <br />13. There are numerous references to CDOW (Colorado Division of Wildlife) <br />beginning under Section 4.15 for both Volume 1 and 12. For clarification, please <br />update the acronym references to Colorado Parks and Wildlife (CPW). <br />Section VI — Bonding Summary <br />The Division currently holds bond monies, in the form of one self -bond (SO10), in the <br />amount of $80,517,829.00. A compiled reclamation cost estimate was developed by the <br />Division as a part of the Permit Renewal No. 6 process issued on May 20, 2013. The <br />Division's reclamation costs have been updated since that date. A summary of those <br />costs in addition to any revision adjustments has been completed for this Midterm <br />Review. As of June 6, 2016, the Division estimates liability for the current disturbances, <br />including incremental bonding associated with the Collom Haul Road, at the Colowyo <br />Mine is $70,724,252.00. This amount is sufficient to assure completion of the remaining <br />reclamation work at the site if the work had to be performed by the Division, including <br />the cost of re-establishing vegetation on any revegetated areas, should those areas fail. <br />The reclamation liability for the entire permit is $291,151,290.00 which includes the <br />current disturbances as well as the disturbances proposed for the Collom area. The <br />updated liability for Colowyo Mine is $9,793,577.00 less than the costs of <br />$80,517,829.00, currently held by the Division. <br />Colowyo Mine Midterm Review No. 7 <br />Permit No. C-1981-019 June 6, 2016 <br />11 <br />
