Arcadis's memorandum summarizes its review of Cotter's
proposed Technical Revision 23.
As addressed in further detail in the memorandum, the removal of the residual
waste rock along the alluvial floodplain may result in some level of water-quality
improvement in Ralston Creek. However, before being approved the proposed technical
revision should address eventual cover material and vegetation for the waste rock piles,
storm water run on and runoff controls, and the material to be used to backfill the
excavated areas along Ralston Creek. The removal of this material also does not address
the mine pool, which will continue to contribute to uranium concentrations in Ralston
Creek.
If you have any questions regarding this letter or Arcadis's memorandum, please do
not hesitate to contact me at 303-628-6342 or by email at Tom.Mountfort@denverwater.org.
Sincerely,
Tom Moun`tf'ort
Manager of Environmental Compliance
Cc: Ken Mushinski, Tony Waldron
Enclosures: (1)
