6/7/2016 State.co.us Executive Branch Mail - Re: Chemical Addition and Discharge Permit <br />Any need for Twentymile to revise their CDPS discharge permit regarding the use of the floc will be <br />between WQCD and the company. We won't need proof that the company has complied with WQCD's <br />requirements for us to approve this MR application. The MR application submitted to us is basically to <br />update the section of their DRMS permit pertaining to their operations, to indicate the use of the <br />flocculant. <br />Us not needing WQCD approval to approve this MR is similar to a company submitting to us a request to <br />build a sediment pond: while the company will eventually need to obtain WQCD approval for a CDPS <br />outfall for the pond prior to using the pond, the company not having WQCD's approval for the CDPS <br />permit for the outfall doesn't stop us from approving the designs for that pond. <br />If you have any questions, Erin, feel free to contact me. Yes, chemical addition to any water <br />which may be discharged (changes in discharge) should be submitted to the division on a <br />permit modification request form. They can contact us for further instruction if needed. The description <br />of the chemical and amounts to be used should be included in the request along with MSDS for the <br />proposed chemical to be used. Once the form is received it will be assigned to a permit writer to review <br />the proposed changes in operation to determine if any changes to the terms and conditions of your permit <br />are needed. If changes are needed we prepare a draft of those changes for review.
