PERMIT#: M-2015-030 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: May 27, 2016 <br /> OBSERVATIONS <br /> This inspection report serves as documentation of possible unpermitted mining activity observed by Eric Scott <br /> of DRMS on the morning of May 27, 2016. This activity was observed by DRMS on the northwest corner of <br /> Weld County Road (WCR) 8 and Highway 85 -the location of the proposed Asphalt Specialties Chavers Mining <br /> Resource site. <br /> Approximately 25 acres at the south end of the proposed permit area has been stripped of topsoil, and a large <br /> topsoil stockpile has been created on the west side of the currently disturbed area (please see attached map <br /> and photos). Photos 1-4 were taken looking west from the east side of the site along the Hwy 85 right of way. <br /> Photos 5 and 6 were taken from the south side of the site along WCR 8 looking north. As can be seen in <br /> Photos 1 and 2, activity was on-going on the morning of May 27, 2016 with a large track-hoe loading topsoil <br /> into multiple trucks for placement onto the topsoil stockpile. <br /> A permit application has been submitted to DRMS for this location, however the permit has not yet been <br /> approved and no reclamation bond has been posted for the disturbance at the site. The appropriate <br /> reclamation bond must be posted and approved by DRMS before a reclamation permit can be issued and <br /> mining may commence. <br /> Therefore, as stated on the first page of this report, DRMS considers this observed activity to be a violation of <br /> the Colorado Land Reclamation Act for the Extraction of Construction Materials.
