WHajbiittat Management
June 1, 2016 tal & Natural Resource Services
REC71"QED
Tabitha Lynch
Division of Reclamation Mining Safety JUN'-): 1
Department of Natural Resources DIVISION OFr4 ; A1rfATION
1313 Sherman St., Room 215 MINING AND SAFETY
Denver, CO 80203
Re: Keenesburg Mine Permit C-1981-028 Technical Revision #46 — Change to Grading Plan and
Permit Boundary
Dear Ms. Lynch,
Habitat Management, Inc. is submitting the enclosed Technical Revision application package to
the Colorado Division of Reclamation Mining and Safety (DRMS) on behalf of Coors Energy
Company (CEC) for their Keenesburg Mine north of Keenesburg, CO. In this Technical
Revision (TR#46) CEC is requesting consideration by the DRMS for revisions to the approved
final grading plan and permit boundary under Permit C-1981-028.
This request is tendered following the receipt of Phase III bond release on several areas of the
mine and the decision by CEC to discontinue the importation and disposal of ash after 2016.
CEC is seeking to change the permit boundary to exclude all areas already released from liability
and bond. The change will necessitate the construction of a new drainage channel to ensure that
all drainage from currently un -reclaimed portions of the mine remains within the permit
boundary and flows towards the designated sediment ponds. The revised permit boundary and
drainage system have been included on the revised permit maps submitted with this application.
Additionally, the cessation of ash imports requires a modification to the final grading plan to
account for the decreased quantity of fill material for pit reclamation. The revised grading plan
will still result in positive drainage of all reclaimed areas and only requires minor changes to the
overall topography of the final land surface. This revised final grading plan is shown on the
revised permit maps submitted with this application.
The following documents are enclosed to support this request:
1. Application Form for a Revision to a Coal Mining and Reclamation Permit
2. Revised Index Maps & Legal Description Section
3. Revised Table of Contents
4.
