Response: <br /> The trenches will be reclaimed using the excavator or backhoe to immediately refill the hole with the <br /> removed materials after the bottom is inspected and a sample is collected. Drill pads will be reclaimed <br /> using a small dozer or other equivalent piece of equipment, capable of producing an appropriate <br /> surface. As part of good workmanlike practice, surface soils, where present, will be stockpiled during <br /> excavation to be used as replacement growth media. <br /> 11 The Applicant stated the reclaimed areas would be seeded with a seed mix specified by <br /> the Jefferson Soil Conservation District, a private seed company, or by an engineer. Please <br /> clarify if the reclaimed areas will be seeded with the seed mix provided in the NOI Application <br /> or if the intent is to submit a different seed mix at a later time. <br /> Response: <br /> The seed mix included in Section 7 is the reclamation mix that is intended to be used. At this time, this <br /> seed mixture is easily obtainable. However, in the future, the exact mix shown may no longer be <br /> available, or alternatively a modified mix might be available and/or specifically recommended by <br /> qualified individuals as an improvement over the current mix. If this occurs, then the wording allows <br /> that adjustment to be made. The intent of both regulators and the engineer is to be successful in <br /> quickly establishing vegetative cover. <br /> 12 The seed mix in the NOI Application only contains one native species. Pursuant to <br /> C.R.S. 34-32-116(7)(e), the Division places an emphasis on using native species for reclamation. <br /> The Division request (sic) the Applicant revise the seed mix to include several more native <br /> species. The proposed seeding rate is appropriate and does not need to be revised. <br /> Response: <br /> As discussed above, it is the engineer's experience that the most important consideration is to obtain <br /> rapid ground cover to minimize erosion. In reference to native species, it is common knowledge that <br /> some of these species take additional time to grow, thus it is preferable from an erosion standpoint to <br /> use some of the more vigorous species. In regards to the statute quoted, we actually find that the <br /> native species do return and tend to crowd out the imported species, but as a more natural process. <br /> Alternatively, with specific regard to wildlife and livestock,the herbivores many times have a preference <br /> for some of the reclamation mix species and the change can actually lead to a higher per acre animal <br /> carrying capacity. This can be a boon to both wildlife and livestock. If the land owner is agreeable to the <br /> change, and DRMS wants to take over responsibility for reclamation,the change can likely be made. <br /> 13 The Applicant has stated the reclaimed areas will be reseeded using either broadcast or <br /> drilling methods. For the purpose of calculating the required financial warranty, please <br /> 5 <br />
