Pave Parking Area and Helipad (MR07-220) - In 2007, in order to accommodate an increase in the number of <br />employees working during each shift under a 12 -hour shift schedule, TCC proposes to regrade and pave the <br />remaining portion of the East Employee Parking Area and truck staging area, and, in conjunction with <br />grading/paving activities, to establish an Emergency Helipad. The Helipad will be established as part of our overall <br />emergency planning and preparedness program to facilitate rapid evacuation and transport of a sick or inured <br />employee(s) to a suitable medical facility for emergency care. The proposed paved area is an existing graveled <br />parking area used for overflow parking and staging/tarping of coal haul -trucks. With installation and <br />commissioning of the Truck Loadout and West Haulroad (TR's 06-53 and 06-55) truck traffic transitioned away <br />from the Mine Entrance/Haulroad. Paving this area would help eliminate muddy conditions during wet weather <br />and in the winter -time, and consequent dusty conditions when the mud dries and is pulverized by traffic. Paving <br />will require minor grading work and over -excavation of existing drainage features (drainage ditches to be retained <br />as paved swales); base preparation, consisting of grading and placement of additional road -base; followed by <br />placement and compaction of approximately 4 (parking area) to 6 (Helipad) inches of asphalt over an area of <br />approximately 52,200 square feet. Prior to asphalt placement, approximately 220 feet of electrical conduit will be <br />placed and stubbed -off to facilitate future installation of site lighting. On completion of paving operations, parking <br />places and the helicopter landing zone will be marked with high -visibility reflective paint. <br />Security Gate Installation (MR09-240, MR10-244, TR10-75) - A Security Gate Installation is needed to enhance <br />mine security and provide for better and more effective access control and training of mine visitors and vendors. <br />The location of the proposed Security Gate Installation is on and adjacent to the Mine Entrance and Haulroad, as <br />shown on Map 24, Surface Facilities and Freshwater Systems, with details provided by drawings in Exhibit 49U. <br />The proposed Security Gate Installation will involve the following: <br />• Completion of grading and paving of an existing dirt parking/staging area (previously approved under <br />MR07-220) <br />• Realignment of approximately 300 feet of the existing Ditch G-ld <br />• Installation of a grated drainage collection basin, approximately 80 feet of 36 -inch culvert, and construction <br />of a short connecting ditch <br />• Foundation preparation for a modular security building within the existing disturbed area <br />• Installation of a 1,500 gallon waste -water holding tank (sub -grade) and connecting pipeline <br />• Installation of a 20 x 60 foot modular Security Building <br />• Installation of a 1,500 gallon water tank (may be sub -grade) and connecting pipeline <br />• Installation of a 1,000 gallon propane tank and connecting pipeline <br />• Extension of a short powerhne (up to 10 new powerpoles), and installation of a transformer <br />• Construction of approximately 100 feet of security fence <br />• Placement of concrete barriers <br />Visitors and vendors entering the mine property will be required to stop and check-in at the Security Gate. Site <br />hazard training and issuance of Personal Protective Equipment (PPE), will also occur at this location. The water <br />tank will be filled from mine sources or by a contractor, and wastewater will be periodically pumped -out and <br />hauled off-site by a contract disposal firm. <br />Maintenance Shop/Warehouse Facility <br />A mine warehouse and maintenance shop facility underwent a change in use and now houses a general meeting <br />area and office space for mine personnel. TCC utilizes the former CYCC shop/warehouse complex to work on <br />equipment and store and dispense materials. TCC also utilizes a shop area northeast of its office; which was <br />previously operated by CYCC as the Preventive Maintenance Bay. Uses of the shop area include construction, <br />maintenance, and storage of materials, equipment, and various supplies. Access to the 2.5 -acre shop facility is <br />designated on Map 24, Surface Facilities. <br />MR12-261 2.05-18 04/30/12 <br />
