RESPONSE <br />An independent survey of the proposed permit and adjacent areas was conducted by Goodson and Associates, Inc. of <br />Denver, Colorado. This report provides a complete response to the requirements of this Rule. A copy of the report, <br />less confidential information, is presented in Exhibit 6, A Records Search and Reconnaissance Survey for the Foidel <br />Creek Mine Permit Area. Additional information on the sites identified in the cultural resource survey report was <br />submitted to the CMLRD in the "Confidential Appendix" of this permit revision application. <br />SOUTHWEST MINING DISTRICT <br />A portion of the area that could be affected by underground mining was surveyed in 1991 by Metcalf <br />Archeological Consultants, Inc. A copy of this report is contained in Exhibit VII, Confidential Information. The <br />remainder of the area requiring survey, will be surveyed prior to longwall mining beneath the area. In order to <br />complete the remainder of the survey, landowner approval was secured. <br />Seismic Survey - A limited seismic program will be conducted by TCC during the 4th quarter of 1995. A cultural <br />resource survey was conducted by Metcalf Archeological Consultants, Inc. for the proposed seismic lines. The <br />survey report is presented in Exhibit 6C, EMD Seismic Line Survey, and should be placed in the confidential <br />volume. <br />EASTERN MINING DISTRICT <br />A portion of the Eastern Mining district has been surveyed and those records are available at the local Bureau of <br />Land Management office located in Craig, Colorado. The areas of new surface disturbance (i.e. new facilities) will <br />be surveyed as per the regulations. Once completed, this information will be forwarded to the Division. Also, if <br />areas that have not been surveyed are undermined and subsided and repair work is required, the area will be <br />surveyed prior to initiating the repair. The results of the survey will be forwarded to the Division, and the <br />Division, through SHPO, can comment on the survey, and advise if any additional mitigation is necessary. <br />TCC contracted Metcalf Archaeological Consultants, Inc. to conduct an investigation of site SR T18S. The report <br />for this investigation can be found in Exhibit 6D. Finally, site - specific surveys were conducted for the ventilation <br />shaft and dewatering pond areas. The reports resulting from the surveys can be found in Exhibits 6E and 617, <br />respectively. Please note these are confidential exhibits and should be handled accordingly. <br />Phase II Seismic Survey and Mine Water Return Line - Four seismic lines and a mine water return line will be <br />constructed by TCC in the fourth quarter of 1996 or the first quarter of 1997. A Class III Cultural Resource <br />Inventory was conducted by Metcalf Archaeological Consultants, Inc. for the proposed lines. The report is <br />presented in Exhibit 6H of the Confidential Appendix. <br />EMD (Panels 2 Right through 6 Right) (PR 97 -04) - No new surface facilities are required for mining the <br />remaining reserves in the Eastern Mining District. <br />NORTHERN MINING DISTRICT (NMD) <br />New surface facilities planned for the Northern Mining District include the 18 -Right Shaft facilities, NW -Mains <br />Ventilation Fan Installation, and 6MN Ventilation Shaft and ancillary facilities. The site cultural resources site <br />forms for these areas are found in Exhibits 6I, 6L, 6M, 6N, 60, 6P, and 6Q. <br />NW Mains Ventilation Shaft and Thickener Underfiow Proiect (TR01-39, MR03 -187, MR05 -192, MR05 -194) <br />- TCC contracted with Metcalf Archaeological Consultants, Inc. to complete a cultural resources survey of two <br />potential shaft sites for the new NW Mains ventilation shaft, along with the associated access roads and powerline, <br />located in sections 16, 17, 20, and 21, T5N, R86W. The only cultural or historical site encountered was a previously <br />recorded historic irrigation ditch (Site SRT921). The site was determined as not eligible for the National Register <br />and no further archaeological work was recommended.
