PERMIT #: M-1985-038 <br />INSPECTOR’S INITIALS: ACY <br />INSPECTION DATE: May 27, 2016 <br /> <br /> <br />Page 2 of 5 <br /> <br />OBSERVATIONS <br /> <br />This inspection was conducted as part of the Colorado Division of Reclamation, Mining and Safety (Division) <br />normal monitoring program. Representatives from Colorado Lien Company were in the area and felt it would <br />be good opportunity to conduct a joint inspection and discuss the final reclamation plan. Clint Beck and Rob <br />Kisner represented the operator. Jessica Lopez Pearce represented the Colorado River Valley Field Office BLM. <br />The inspection was conducted by Amy Yeldell of the Division. <br /> <br />The Rifle Quarry is a 112c permitted site that consists of 1.65 acres. It is located approximately 25 m iles <br />northwest of Rifle and is accessed from Garfield County Road 292. This site is in final reclamation. <br /> <br />The mine identification sign and affected area boundary markers remain in place and in compliance with Rule <br />3.1.12. The mine identification sign is on the left side of the access road as you enter the site. <br /> <br />The operator has submitted a plan modification to the BLM and is awaiting approval. Once the BLM <br />reclamation plan is approved the operator will submit a copy to DRMS in the form of a technical r evision. BLM <br />approval is anticipated mid-summer. Once the operator has both agencies approval the additional reclamation <br />measures may be implemented. <br /> <br />During the inspection it was discussed of adding a rip-rap strip to help dissipate stormwater energy flowing <br />through the canyon. Also there may be some grading to help improve and contain stormwater flows. The <br />operator will pay specific attention to the sediment load and energy dissipation of stormwater throughout the <br />permit. The operator is reminded to submit as built maps with the TR if site conditions will change. <br /> <br />The biggest hindrance of reclamation for this site is the apparent lack of soil or other fine material for <br />vegetation growth. The quarry floor is mostly compacted rock of varying size. Upon approva l of the TR the <br />operator intends to import growth medium. Material will be dumped then ripped into the rock to help blend <br />the material as well as create micro pockets. The proposed soil amendments include fish emulsion (nitrogen) <br />and spent grain/potato mash (carbon). The operator has been advised to include fact sheets on each <br />amendment which contain similar information as a normal fertilizer summary would. Also any documentation <br />from the hatchery that might be relevant for public records.
