PERMIT #: M-2007-026 <br />INSPECTOR’S INITIALS: ACY <br />INSPECTION DATE: May 11, 2016 <br /> <br /> <br />Page 2 of 5 <br /> <br />OBSERVATIONS <br /> <br />This inspection was conducted as part of the Colorado Division of Reclamation, Mining and Safety normal <br />monitoring program. The Neilson Pit is a 110c permitted site that includes a total of 8.78 permitted acres of <br />with a maximum disturbance of 8 acres. It is located approximately 30 miles southwest of Craig and is <br />accessed from Highway 13. Tony Tennyson represented Colowyo Coal Company L.P. and accompanied Amy <br />Yeldell of the Division on the inspection. <br /> <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule <br />3.1.12. The sign is located at the entrance of the permit boundary. The permit boundary is delineated by t - <br />posts. <br /> <br />This site is approved for intermittent status. According to Mr. Tennyson, this spring a few loads were removed <br />for road maintenance. The site was inactive at the time of the inspection. No structures, fuel or equipment <br />were observed on site. <br /> <br />This site does not crush or process the material before use. Material is slot dozed into piles and loaded into <br />trucks. To date a few benches have been slot dozed and most slopes appear to be no steeper than the <br />surrounding topography. Per the reclamation plan slopes shall be 3:1 or less. <br /> <br />There are berms and a sediment pond along the western permit edge to contain runoff from throughout and <br />above the site. No erosion or weeds were observed. Mr. Tennyson indicated that this site is treated on as <br />needed basis for weeds and is surveyed along with their larger coal operation. Some volunteer vegetation was <br />observed along the overburden piles. Little to no topsoil exists on this site since it was a rock outcrop. <br /> <br />As discussed during the inspection the operator is encouraged to look at their actual bond liability as <br />compared to the current bond held. At a glance the Division believes that the bond is adequate to complete <br />reclamation as per the approved reclamation plan. This site is currently due for a bond recalculation and in <br />order to accurately calculate the bond, Division staff will need additional information no t originally specified in <br />the permit. Specifically current slope lengths and grade, drilling and blasting required (hole size, dimensions <br />and equipment), haul/push distances for grading, stockpile volumes, PLS per acre of each species. Please <br />submit this information by July 29, 2016. <br /> <br />The site appears to be well maintained and clean.
