Gully forming below water tank –maintenance item #12 (photo 1). <br />2. Culvert C18 required sediment removel –maintenance item #13. <br />3. Ditches along acces road to belt portal and road below pump house had been run over by <br />equipment - maintenance item #14. <br />4. Culvert C20 requires reestablishment of drainage regime –maintenance item #17, photo 5. <br />5. Waddle and rocks at substation and yard drop structures need to be reset to prevent incursion <br />of debris – maintenance item #16, photo 9. <br /> <br />TOPSOIL - Rule 4.06 <br />Removal 4.06.2; Storage and Protection 4.06.3: <br />o Vegtation cover on the King I and King II topsoil piles was beginning to green. The piles appeared <br />stable with last years vegetation cover, and adequately protected from erosion by wind and water. <br />with the exception of: <br />1. The maintenance items noted above (#’s 2 and 11), where stockpiles require seeding, photo <br />14. <br />2. The presence on King Coal stockpile #2 of cheat grass (Bromus tectorum) and last years <br />thistle stalks, maintenance item 15. <br />Bromus tectorum is a class “C” noxious weed that easily outcompetes favorable native plants. Once <br />established it is difficult to control or eradicate due to it’s early season seed production. Late winter or <br />early spring detection and treatment may prevent seeds from developing, as it flowers mid spring. <br /> <br />Before Bromus tectorum goes to seed in spring, spot treatment with a glyphosate product containing <br />surfactant can help. In the fall prior to a hard frost, treatment with a preemergent containing a MSO <br />surfactant can be beneficial for prevention. Another option includes continuous mowing before seed <br />debelopment, until lifecycle of the grass ends. GCC should treat Bromus tectorum as soon as possible to <br />quickly contain it. <br />o Topsoil piles were adequatly marked as such. <br /> <br />EXCESS SPOIL and DEVELOPMENT WASTE - Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization: <br />o The King I refuse pile was actively being leveled and graded. <br />o The refuse pile face appeared stable where vegetation from the previous growing season still stood <br />with the exception of lack of vegetation on lowest face, maintenance item #, photo. <br /> <br />REVEGETATION - Rule 4.15 <br />Vegetative Cover; Timing: <br />o The vegetative cover on soil stockpiles and sediment pond slopes was mostly dry and made up <br />of last years growth. Grasses were beginning to emerge with new green growth. <br />
