Additional information was received via email on <br /> April 27, 2016. The Notice has been assigned Bureau of Land Management(BLM) case file <br /> number COC-77853; please refer to this number in future correspondence. <br /> Based on the submitted information regarding the location of the proposed access routes and drill <br /> pads,the proposed operation does not qualify under 43 CFR 3809.21 as notice-level activity. <br /> Specifically, construction of access roads and drilling 12 exploratory holes from 12 pads will <br /> require the submission of a Plan of Operation to the BLM in accordance with 43 CFR 3809.11(c) <br /> (6),which states: <br /> (c) You must submit a plan of operations for any operations causing surface disturbance <br /> greater than casual use in the following special status areas where §3809.21 does not apply: <br /> (6) Any lands or waters known to contain Federally proposed or listed threatened or <br /> endangered species or their proposed or designated critical habitat, unless BLM allows <br /> for other action under a formal land-use plan or threatened or endangered species <br /> recovery plan; <br /> The locations identified in your submittal are located within lands known to contain Canada <br /> lynx, a species listed as threatened by U.S. Fish and Wildlife Service (FWS)under the <br /> Page 1 of 2 <br />
