One borehole will be a <br />monitoring and control borehole, which will allow air to be drawn from the sealed mine areas by an exhauster <br />unit. The second borehole will be used as a grout or utility pipe and a power drop or communication cable drop. <br />The installation will consist of a new light -use road, the new borehole pad; adjacent soil material stockpiles, two <br />cased and grouted boreholes extending into the Wolf Creek Coal Seam mine working, a surface blower <br />installation, and a powerline extension to provide power to the blower units. Currently Twentymile Coal has <br />identified three potential borehole locations, however only one location will be developed and completed. <br />Attached are maps that depicts the proposed project. Twentymile Coal estimates an additional 4.2 acres of <br />surface disturbance will be necessary for this project. The proposed project area is located in Section 11, <br />Township 5 North, Range 86 West of the 6th P.M. <br />A cultural resources inventory was conducted for this area. Attached is the cultural resource inventory report. <br />Also attached are two shapefiles, one for the proposed borehole pad locations and roads and one for the <br />proposed powerline. Based on the Division's review, is appears the proposed project could impact the following <br />identified cultural resources; 5RT3331, 5RT3326, 5RT3330 and 5RT3325. Of these sites, it appears only the <br />5RT3325 site is eligible for inclusion in the National Register of Historic Places. <br />In accordance with the Rule 2.05.6(4) of the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Mining, the Division may require Twentymile Coal, LLC. to protect historic or archeological sites listed on or <br />those places eligible for listing, as determined by the State Historic Preservations Officer, on the National <br />Register of Historic Places through the appropriate mitigation and treatment measures. As the proposed project <br />may impact site 5RT3325, the Division will require the applicant to comply with Rule 2.05.6(4). The Division will <br />forward any proposed mitigation and treatment measures proposed by the applicant once they are received. The <br />Division is required to issue a proposed decision or provide the applicant an adequacy review letter for this <br />revision by May 19th, 2016.
