This direct comparison of reclaimed area mean to standard is allowed <br />under DRMS rules (CDMG 2005 revised rule, 4.15.11 (2)(a)) when sample adequacy has been <br />demonstrated for the reclaimed area. Thus for 2015, successful revegetation with respect to allowable <br />all -hit herbaceous cover is indicated. The average <br />annual and biennial sampled 2015 BRB-3 production was not greater than 10 percent of total herbaceous <br />production and therefore no "excess" annual/biennial production deduction was used in 2015.
