Public Notice

The Division of Reclamation, Mining and Safety, in accordance with Title 34, Article 33, of the Colorado
Revised Statutes, hereby issues notice that on May 9, 2016, a minor revision application (MR-296) to the
Foidel Creek Mine, Permit No. C-1982-056, operated by Twentymile Coal, LLC, 29515 Routt County
Road No. 27, Oak Creek, CO 80467 was considered complete for the purposes of filing. Twentymile
Coal, LLC. has submitted a revision to the approved permit for the Foidel Creek Mine to install, operate
and reclaim two new boreholes. One borehole will be a monitoring and control borehole, which will
allow air to be drawn from the sealed mine areas by an exhauster unit. The second borehole will be used
as a grout or utility pipe and a power drop or communication cable drop. The installation will consist of a
new light-use road, the new borehole pad; adjacent soil material stockpiles, two cased and grouted
boreholes extending into the Wolf Creek Coal Seam mine working, a surface blower installation, and a
powerline extension to provide power to the blower units. Currently Twentymile Coal has identified three
potential borehole locations, however only one location will be developed and completed. Twentymile
Coal estimates an additional 4.2 acres of surface disturbance will be necessary for this project. The
surface disturbance will occur on privately owned land and above State owned minerals. The applicant
is proposing additional surface disturbance outside of the area currently approved for disturbance. All
reviews and comment periods as provided in the Act and Regulations promulgated thereunder initiate
from this date of filing.

Posted May 9, 2016

C-MR-03
