The site was inspected again on <br />June 17 and June 24 to view the South Portal area as described below. Tonya Hammond of Snowcap Coal <br />Company (SCC) was not present during the inspection on June 11 or 12, 2014 but was present during the <br />inspections on June 17 and 24. Weather conditions were sunny and cool. Ground conditions were dry. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked on the afternoon of 6/12. All required records were on file and available <br />for review at J.E. Stover & Associates offices. No problems were noted with the records review. The records are <br />organized and easily accessible. See the attached Availability of Records checklist. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />All reclaimed sedimentation pond locations were inspected. The reclaimed areas are all stable and well <br />maintained with no signs of erosion or other concerns. All of the reclamation work to date completed at the both <br />the North and South Portal areas looks very good. With exception of Pond 7, the vegetation is becoming fairly <br />well established at all of the former pond locations. Pond 7 has some Halogeton and Russian thistle present and a <br />general lack of desirable vegetative growth. <br />On June 11, 2014 Mr. Rudy Fontanari, Trevor Grosse (Mr. Fontanari's stepson) came to the DRMS Grand <br />Junction office to meet with Dan Hernandez (DRMS) and myself to discuss their concerns and their objection to <br />the SL -8 Bond Release application that is pending. On the morning of June 11 we made arrangements to meet <br />with Jim Stover of J.E.
