Technical Revision 23, Mining Permit M-1977-300 Mr. Robert Noren <br /> Disposal of Alluvial Fill Cotter Corporation(N.S.L.) <br /> t,. <br /> 5.0 CONCLUSIONS <br /> As discussed in Section 3.0, three disposal options for the waste rock and alluvial material were <br /> presented in the 1983 Mine Permit Amendment (Cotter 1983), TR-14 (Cotter, 2011), and <br /> Amendment 4 (Cotter, 2012). <br /> • Amendment 4 (Cotter, 2012) approved for disposal in an existing mine void, the CV <br /> Glory Hole. However, as presented in Section 4.0, disposal of the material in the CV <br /> Glory Hole would pose an increased safety risk to the workers hauling material on steep <br /> roads and into underground workings. <br /> • As part of the 1983 Mine Permit Amendment, Cotter received approval for the storage of <br /> additional mine waste in the existing WRPs. The approved additional storage space in <br /> the WRPs was not used during the mining operations or during reclamation and thus is <br /> still available for use to dispose of the alluvial fill. Currently, approximately 205,020 cy <br /> of permitted storage space is remaining for the placement of the alluvial fill that is <br /> proposed to be excavated in 2016. <br /> • As presented in Section 4.0, the placement of the alluvial fill in the WRPs is the best <br /> alternative based on the comparative analyses of key criteria and does not pose additional <br /> environmental impacts. <br /> • The placement of the material in the WRPs has a lower risk to worker and public health <br /> and safety during construction than the other options presented. <br /> Cotter is requesting approval from the CDRMS for placement of the alluvial fill material in <br /> the existing WRPs in accordance with the approved 1983 Mine Permit Amendment. <br /> December 28, 2015 8 Engineering Analytics, Inc. <br />
