Kathy Welt
Page 2
May 3, 2016
Maps 2 and 4.
Rule 2.05.2 — Operation Plan — Estimated Area for Life of Operation:
Rule 2.05.3 — Operation Plan — Permit Area
4. The two sections of the PAP that address these rules cover some of the same topics.
Please review the text of sections 2.05.2 and 2.05.3, ensuring that the information accurately
describes the mine plan and is up to date and consistent.
5. The text refers to Maps 50 (F -seam), 51 (E -seam) and 52 (B -seam) in the description of the mine
plan. These maps were last updated in 2008, 2011 and 2008 respectively. It appears that some
of the information shown on the maps is out of date. Additionally, the decision form for TR -137
indicates that Map 52 should have been updated in 2015.
Please review Maps 50-52, updating as necessary.
6. Table 28 gives an estimate of recoverable coal reserves, based on MCC's 2004 budget plan.
Please review Table 28. Can the estimate be updated?
7. Table 32 gives actual and projected coal production and employment for the life of mine.
Please update Table 32 with actual data through 2015 and revised projections for the
remaining life of mine (or at least the next permit term).
8. Maps 54, 54A and 54B show sediment and drainage control structures within the permit area. It
appears that this series of maps may have become out of date as the design for the network has
been updated. This was highlighted recently with the separation of the culvert marked as C2 -3A
on Map 54, which is apparently re -designated as C5E-25.
Exhibit 66 contains the designs for the ditches, culverts and ponds. It is a very large exhibit, and
extracting the design specification for any given structure is onerous.
a. Please update Maps 54, 54A and 54B so that the labels on the maps are consistent
with the designs in Exhibit 66
b. Please consider adding summary tables of design specifications for surface water
control structures (culverts, ditches, ponds) to the PAP
9. Page 2.05-77, paragraph 3 states:
MCC plans to construct a monitoring well completed to the B -Seam, down -dip of the Box
Canyon longwall panels. The well will be drilled prior to longwall mining panel 18 (the
northern most Box Canyon panel). MCC will submit a revision to show the location of the
well and to include it in the monitoring program, prior to beginning drilling.
Please update the text on page 2.05-77.
