March 17,2016 C-1981-035/King Coal Mine RAR <br /> East Clear water ditch at King II was dry. The West Clear Water ditch was moist but not <br /> transmitting an water at the time of inspection. <br /> o Observed hydrologic structures culverts, ditches, drop structures, sediment wadles and fences <br /> appeared to be functioning adequately and some had recently been cleared of debris and sediment <br /> with the exception of: <br /> 1. The sediment control structure at the King II entrance showed signs of undercutting (photo <br /> 8). This should be put on the maintenance list and repaired. <br /> TOPSOIL -Rule 4.06 <br /> Removal 4.06.2; Storage and Protection 4.06.3: <br /> o The King II topsoil piles appeared stable with last years vegetation cover. <br /> o Topsoil piles were adequatly marked as such. <br /> o The topsoil pile adjacent to the King II sediment pond and the main topsoil stockpile <br /> behind the stack tubes appeared stable and adequately protected from erosion by wind and water. <br /> EXCESS SPOIL and DEVELOPMENT WASTE-Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> o The King I refuse pile was actively being leveled and graded. <br /> o The refuse pile face appeared stabel where vegetation from the previous growing season still <br /> stood, the exceptin being: <br /> 2. below the reclaimed slopes a serries of rills and gullies were beginning to form. Please place <br /> this area on the maintenance list for abatement to prevent further downcutting or <br /> headcutting, (photo 4). <br /> RE VEGETATION-Rule 4.15 <br /> Vegetative Cover; Timing: <br /> o The vegetative cover was mostly dry and made up of last years growht. The slopes appeared <br /> stable and covered with last years crop of dyr begetation thus appeared well protected from <br /> erosion by wind or water. <br /> AIR RESOURCE PROTECTION-Rule 4.17 <br /> o Trucks were travelling up and down the main King II haul road or waiting to be loaded. <br /> FISH and WILDLIFE-Rule 4.18 <br /> o Wildlife frequent the site and elk, bird deer tracks were visible. <br /> Number of Partial Inspection this Fiscal Year: 6 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 4 of 10 <br />
