PERMIT#: M-1982-100 <br /> INSPECTOR'S INITIALS:ERR <br /> INSPECTION DATE:August 6,2015 <br /> PROBLEMS/POSSIBLE VIOLATIONS <br /> INSPECTION TOPIC: Reclamation Success <br /> PROBLEM/POSSIBLE VIOLATION: Problem: Mining at the site known as Klusen has been complete for <br /> over five years and the Operator has failed to complete reclamation. Rule 3.1.3 states that all reclamation shall be <br /> carried to completion within 5 years from the date the operator informs the Division that mining is complete. <br /> CORRECTIVE ACTIONS: The Operator shall inform the Division that the remaining reclamation tasks have <br /> been completed and submit photo documentation that the work has been done by the corrective action date. AC'Til11y 71rrr ...mn, e,,,,,� <br /> OBSERVATIONS <br /> The Division of Reclamation, Mining and Safety(Division/DRMS)conducted an inspection of the site known as Klusen <br /> (Permit File No. M-1982-100);a Construction Material Limited 11 Oc Operation Reclamation Permit with 8.0 permitted <br /> acres and an approved post mining land use of Rangeland. The mine is located approximately 7 miles south of Stratton, <br /> Colorado.Elliott Russell,with the Division, inspected the site. Dave Hornung represented the Operator and accompanied <br /> the inspection.This inspection was carried out as a part of the Division's normal monitoring program. <br /> At 0900 hours,the Division and Mr.Hornung arrived at the mine site,located just northwest of the intersection of County <br /> Road M and County Road 30.At the time of the inspection the temperature was hot,the sky was cloudy, and the ground <br /> was dry. The mine site identification sign was posted at the site entrance and was in compliance with Rule 3.1.12(1). The <br /> permit boundary was delineated by metal t-posts. <br /> The site has been in final reclamation for quite some time. During the inspection,the Division observed a significant <br /> amount of Kochia growing at the site. The Division also observed a small erosion gulley in the southern portion of the pit. <br /> In 2011,the Division cited an inspection problem for not reclaiming the site within 5 years from when mining ceased in <br /> 2005. The Operator competed the required grading and seeded the site,resolving the problems at that time. <br /> The re-vegetation efforts have not been successful, likely due to the abundance of Kochia. Since the reclamation has <br /> failed,the Division will cite this as a problem requiring the Operator to repair the erosion and re-seed the site before the <br /> corrective action date.The Division recommends to drill the seed perpendicular to the slope to reduce the chance of <br /> erosion rilling and to help the seed capture more stormwater. The Division also strongly recommends mowing the Kochia <br /> anytime it grows over 1 foot tall to help ensure successful grass establishment without being out-competed again. <br /> The Division may schedule a fall inspection of the site to determine if an additional winter seeding is needed at the site, <br /> This concludes the Division's Inspection Report; a subset of photographs taken during the time of the inspection are <br /> included below.
