The technical
evaluation, performed by a consulting groundwater hydrologist, provides an increased understanding of the
local stratigraphy, groundwater conditions and potential pathways and directions for potential contaminants
to occur and migrate in the subsurface. Based on the available data, the evaluation did not reveal any
saturation in strata that would be in hydraulic communication with the plant or quarry.
None of the potential sources of groundwater identified in the above referenced report appear to be
significant enough to indicate a need for groundwater monitoring. Similarly, the available data does not
indicate that there are any chemical constituents of concern that would be significantly increased due to the
plant or quarry operations.
Although the available data and analyses provide a good technical justification for no additional
monitoring, GCC Rio Grande appreciates that there is a certain level of uncertainty and is willing to perform a
program to help confirm the results of the latest technical evaluations.
GCC proposes to install an additional boring/well as the next logical step to satisfy this uncertainty. This
boring would be performed along what we consider to be the most likely pathway for saturation to develop
and any potential contaminants to migrate. Figure 1 shows the proposed drilling location, located between
the second mine panel and production well DW-1. The primary target screen interval would include the
Codell, but extend up approximately 5 feet above the Fort Hayes/Codell contact. Monitoring of this well
would occur semi-annually during the first year of the program and continue annually if no water is found.
If this drilling program reveals saturation and groundwater production in these intervals, GCC would discuss
with DRMS and possibly move forward to install a similar well downgradient of the plant site. If no saturation
and groundwater pathway is found in either the Fort Hayes or Codell at this location, this will further
substantiate the findings of the recent evaluation.
If you ave any questions or comments, please contact me or Edwin Olivares at(719) 647-6861.
Sincerel
Saul Alvidrez Plant Manager April 22, 2016
Name of Responsible Official Title Date Signed
GCC Rio Grande,Inc.• Pueblo Plant
3372 Lime Road•Pueblo,CO 81004
(719)647-6800 •Fax(719)647-6899
