PHASE I <br />Backfilling and Grading <br />During the period from 2000 to 2002, the West Mine was backfilled, graded, returned to <br />approximate original contour and seeded. It was during this time that BRL demolished the West <br />Mine Fan Area, removed the facilities, and back-filled and sealed the West Mine vent shaft. The <br />remaining reclamation of the West Mine Fan Area, including backfilling and grading, was <br />completed in 2003. The West Mine Fan Area subject to this SL -05 bond release consists of 1.0 acre <br />of backfilled and graded area. Based on the on -the -ground bond release inspection of the West <br />Mine Fan Area and a review of the approved reclamation contour map compared to the pre -mining <br />contours of the area, the West Mine Fan Area has been re -graded to the approximate original <br />contours of the pre -mining conditions. <br />Drainage Establishment <br />The West Mine Fan Area has been regraded in accordance with its approved post mining <br />topography. There are no significant drainage channels associated with the 1.0 acres West Mine <br />Fan Area. The West Mine Fan Area sediment control consists of erosion control wattles and <br />vegetative cover. The run-off of the area is in the form of sheet flow due to the slope of the pad. <br />The area displayed excellent vegetation growth with no evidence of instability or erosion. <br />Summary and Conclusions <br />Based upon a review of the mine permit, the applicant's bond release application, and site <br />inspections, the Division finds that Bowie Resources, LLC has completed backfilling, grading and <br />drainage reestablishment at the Bowie No. I Mine in accordance with the approved reclamation <br />plan. <br />PHASE II <br />Topsoil Redistribution <br />Permit topsoil depth requirement is 8 -24 inches (C-1981-038, Volume IA, Section 2.05.4) for soil <br />replaced on the West Mine. Soil replacement has been conducted and reported annually over the <br />course of the mine life, and verification sampling has been periodically conducted by the Division. <br />Topsoil verification was conducted during the SL -05 bond release inspection as documented in the <br />DRMS inspection report dated December 9, 2014. The West Mine topsoil depth was verified at 13 <br />locations within the bond release area and the Run of Mine (Timber Storage Area) topsoil depth was <br />verified at ten locations. Soil thickness ranged from 6" to 14" with an average depth of 10" at the <br />West Mine and 6" to 12" with an average depth of 9" at the Run of Mine area. <br />
